Job Title: Dam Safety Specialist (National Expert)
About the Project
The Dam Rehabilitation and Improvement Project (DRIP) is a Government of India initiative supported by the World Bank and Asian Infrastructure Investment Bank (AIIB). The project aims to strengthen dam safety, improve the performance and resilience of existing dams, and enhance institutional capacity for dam safety management across participating states and central agencies.
Key Responsibilities
- Provide technical expertise on dam safety, rehabilitation, and risk management for DRIP projects.
- Review and supervise dam rehabilitation and construction activities to ensure compliance with approved designs, quality standards, and safety requirements.
- Conduct dam safety inspections, structural assessments, and safety evaluations.
- Recommend remedial measures for distressed or deficient dam structures.
- Review engineering designs, drawings, and technical reports related to dam rehabilitation.
- Develop and review dam safety guidelines, manuals, standard operating procedures, and emergency action plans.
- Support implementation of quality assurance and quality control systems during construction.
- Participate in expert committee meetings and provide recommendations on dam safety-related issues.
- Coordinate with project authorities, contractors, consultants, and government agencies to ensure successful project implementation.
- Ensure compliance with the Dam Safety Act, applicable BIS guidelines, and international best practices.
Qualification
- Bachelor's Degree in Civil Engineering from a recognized university.
- Master's Degree in Structural Engineering, Hydraulic Engineering, Water Resources Engineering, or a related discipline is desirable.
Experience
- Minimum 15 years of professional experience in dam engineering and dam safety.
- Demonstrated experience in:
- Construction supervision of dam rehabilitation or construction projects.
- Quality assurance and quality control.
- Dam safety inspections and structural safety evaluations.
- Preparation of dam safety guidelines, manuals, and technical documentation.
- Design or review of dam structures.
- Investigation of dam distress, failures, or safety-related issues.
- Should have been a member of an expert committee constituted for dam-related disaster, failure, distress, or safety evaluation.
- Must have worked on at least five (5) large dam projects.
- Experience in World Bank, AIIB, ADB, or other externally funded infrastructure projects will be an added advantage.
Desired Skills
- Strong understanding of dam rehabilitation, safety evaluation, and risk assessment.
- Knowledge of the Dam Safety Act, BIS codes, and CWC guidelines.
- Excellent technical report writing and communication skills.
- Ability to work with multidisciplinary teams and government stakeholders.
- Proficiency in MS Office and engineering software relevant to dam engineering is desirable.
