SUMMARY

This position is responsible for managing the CDOT regulatory review for land development projects. Core responsibilities include but are not limited to: independent technical review of rezoning petitions, traffic impact studies, subdivisions and commercial driveway permits for regulatory compliance and policy implementation; proactive coordination of input from other CDOT Divisions; representing Land Development’s interest on interdepartmental teams for project planning and design, public/private funding participation, and project scheduling; project status reporting; and responding to customer inquiries about land development projects. This work may require GIS support, transportation engineering field investigations, 2-D concept designs, project research, and database administration.

Major Duties and Responsibilities:

Manage all assigned land development projects representing CDOT’s best interests, including:

  • Attending and providing CDOT input at meetings with City staff and developers during all phases of the land development process.
  • Performing independent electronic reviews of land development projects during rezoning and permitting for compliance with regulatory standards, incorporation of policy goals, and general best practices for the public transportation system.
  • Provide reviews and project management oversight on special land development projects, making sure the project stays on schedule.
  • Scoping, analyzing, and evaluating all aspects of Traffic Impact Studies to support recommendations for transportation mitigation improvements for larger and complicated land development projects.
  • Providing timely response to citizens, developers, consultants, and City staff. Proactively coordinating, compiling, and evaluating all other CDOT division projects and comments (e.g. right of way management, implementation, planning, safety, and operations).
  • Preparing and coordinating developer’s agreements. Participate as an effective representative of the Land Development Section in interdepartmental teams that:
  • Identify and improve land development processes, procedures, and permitting.
  • Plan and design other transportation-related infrastructure construction plans and specifications.
  • Develop plans and projects advancing the Transportation Action Plan (TAP), and the Centers and Corridors Plan, Urban Street Design Guidelines, and other CDOT initiatives.
  • Innovate new design concepts and standards that better address the needs of vehicles, pedestrians, bicycles, and transit users.
  • Provide engineering support to respond to citizen and neighborhood traffic issues.
  • Provide mentoring to junior engineers and support staff positions within the Section.
  • Act as a public advocate while enforcing good traffic/transportation engineering standards for access, safety, design, construction, and improved traffic operations.
  • Perform other related duties as assigned.

Preferred Qualifications:

  • North Carolina Professional Engineer (PE) license strongly preferred. 
  • Bachelor’s Degree with a minimum of five (5) years of experience with transportation engineering, geometric design, and traffic analysis.
  • Proficiency in project status reporting, generating technical memos, and responding to customer inquiries about land development projects is critical to the success of the project manager.

Minimum Qualifications:

  • Graduation from an ABET-accredited four-year college or university with major coursework or a degree in civil engineering at the bachelor's or graduate level with an emphasis on traffic or transportation engineering or any equivalent combination of experience and training.
  • Minimum of three (3) years of experience with transportation engineering, geometric design, and traffic analyses.

Knowledge, Skills, and Abilities:

  • Knowledge of the core principles and practices of civil and transportation engineering.
  • Ability to relate engineering principles to land use and city planning principles.
  • Ability to adapt both local and state analysis and design criteria to address traffic/transportation engineering problems.
  • Ability to comprehend and apply design standards from concept to construction
  • Demonstrated experience with interpreting construction documents and agreements
  • Demonstrated experience with transportation software (AutoCAD, Synchro)
  • Considerable knowledge of modern traffic/transportation engineering methods and techniques.
  • Knowledge and demonstrated experience in the use of the Manual on Uniform Traffic Control Devices (MUTCD) and AASHTO’s Policy on Geometric Design of Highways and Streets.
  • Proficient in Microsoft Office (MS Word, MS Excel, MS PowerPoint, MS Outlook)
  • Proficiency in Adobe Acrobat software
  • Ability to learn and adapt to various electronic database platforms
  • Understand and communicate CDOT policies and priorities
  • Demonstrated problem-solving, decision-making, and prioritization skills to manage the timely delivery of professional services to many internal and external customers.
  • Ability to establish and maintain effective working relationships by being proactive and diplomatic with other city employees, outside agencies, developers, and the general public both verbally and in writing.

Sensory Requirements:

  • Normal hearing or hearing correctable with a hearing aid
  • Vision necessary to maintain a valid NC Driver's license and the ability to read construction plans

Physical Requirements:

  • Job is primarily sedentary in nature with sitting up to 8+ hours a day.
  • Operate a computer
  • Conduct presentations and facilitate group meetings

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
