GENERAL SUMMARY
The Project Administrator will oversee and coordinate various community and economic development projects within the organization. This position supports the planning, implementation, and administration of projects that improve infrastructure, services, and economic opportunities throughout the FIVCO Area Development District region.

The role includes assisting local governments and partner organizations with identifying funding opportunities, developing projects, and administering grants and related programs. While the position will involve work related to Community Development Block Grants (CDBG), responsibilities will also include a broader range of community and economic development initiatives.

The Project Administrator works closely with project teams, local governments, stakeholders, and management to facilitate project planning, execution, compliance, and monitoring to ensure successful project outcomes.

GENERAL DUTIES AND RESPONSIBILITIES:
  • Provide technical assistance and administrative services related to community and economic development projects, including but not limited to grant-funded initiatives.
  • Collaborate with city and county governments within the FIVCO ADD region to identify community and economic development needs, research funding opportunities, and assist with project development and grant administration.
  • Assist with the administration of Community Development Block Grants (CDBG) and other federal, state, and local funding programs as assigned.
  • Attend fiscal court, city council, and other local government meetings as needed.
  • Coordinate project activities, resources, and timelines to ensure projects are delivered on time and within budget.
  • Develop and maintain project plans, schedules, and budgets for grant-funded and locally funded projects.
  • Monitor project progress, identify risks or delays, and implement solutions to mitigate issues.
  • Prepare and distribute project status reports to stakeholders and management.
  • Serve as a primary point of contact for project inquiries and effectively communicate with all stakeholders.
  • Ensure compliance with project specifications, regulatory requirements, and organizational standards.
  • Manage project documentation, including contracts, proposals, and grant-related paperwork.
  • Assist in evaluating and selecting vendors and subcontractors for projects as needed.
  • Support project team members by providing administrative assistance and coordinating project-related activities.
  • Contribute to continuous improvement initiatives related to project management processes and tools.
  • Work with other Community & Economic Development staff on initiatives including the Comprehensive Economic Development Strategy (CEDS), Hazard Mitigation, FEMA-related activities, Special Purpose Governmental Entities (SPGEs), and Area Development Funds.
  • Possess a working knowledge of local units of government and SPGEs to facilitate effective project management and collaboration.
  • Develop and maintain a working knowledge of funding programs and community development tools that support local governments in the region.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS
A college degree is preferred, but a combination of education, training, and relevant experience may be substituted when competency in the role is demonstrated. Certification as a Community Development Block Grant (CDBG) administrator will be required as training opportunities become available.

SPECIALIZED SKILLS, KNOWLEDGE AND ABILITIES:
  • Experience in project administration, grant administration, or community/economic development activities preferred.
  • Dependable and able to work with minimal supervision.
  • Strong organizational skills with the ability to manage multiple projects simultaneously.
  • Excellent verbal and written communication skills; ability to communicate effectively with local officials, stakeholders, and team members.
  • Ability to work independently and collaboratively with others.
  • Detail-oriented with a focus on accuracy and quality.
  • Works effectively and maintains strong professional relationships with others.
  • Ability to prioritize work and organize tasks effectively.
  • Professional in appearance.

WORKING CONDITIONS
Work is primarily performed in an office working at a desk on a computer reading, researching, and preparing documents. May travel out of the office for meetings, training, and other ADD-related business as approved by the Executive Director.  Some overnight stays may be required.

EFFORT
Must be able to see, hear, speak, and drive.  Intermittent sitting, standing, sorting, and reaching.  Requires concentration and memory recall.

MACHINES, TOOLS AND EQUIPMENT
Equipment typically used includes personal computers, printer, copier/scanner and automobile. The usage of Microsoft 365 products is must.
