Job Title: Senior Building Surveyor
Directorate: Housing, Development & Growth Section: Building Regulations & Land Charges Responsible to Principal Surveyor (Stoke)
Grade Level 13 (indicative) This post is career-graded and salary on appointment and progression through the grade is attractively linked to knowledge and experience.
Job Purpose To efficiently and effectively undertake the assessment of applications for Building Regulation consent within the Partnership Area together with associated building inspections with due regard to the Partnerships liability. Undertake project management of major schemes for partner companies developing outside of the partnership area. To ensure that the local authority fulfils its legal regulatory function and national minimum performance standards and the authorities own objectives in relation to the service area. To have responsibility to act as the Building Authority and licensing authority in respect of safety matters relevant to sports grounds. To fulfil the city council’s statutory responsibilities in respects of dangerous structures and related matters including weekend and evening work as required. Key Duties / Responsibilities Strategic Management
1. To deputise for the Building Regulation Manager and Principal Surveyor when required. 2. Formal responsibility for initiating prosecution against builders failing to comply with the
building regulations and allied legislation. Responsibilities to include interviewing/evidence gathering and interviews under caution under minimal supervision of the Building Regulation Manager and principal.
3. To attend when necessary court sessions, inquiries, meetings and hearings, public or otherwise, on matters associated with the post holder’s duties.
4. To assist the Building Regulation Manage/ Principal Surveyor in matters relevant to Safety at Sports Grounds.

1. Direct responsibility to assess Building Notice and Full Plans Applications and carry out relevant inspections of work on site to ensure compliance with the current Building Act and Building Regulations and other relevant allied Statutory Legislation with minimal supervision from Building Regulation Manager / Principal Surveyor. Work load to be planned accordingly to meet with agreed performance targets.
2. To answer queries from, advise and assist architects, engineers, surveyors, builders,
appropriate outside organisations and members of the general public regarding the deposit of Building Regulation Applications, carrying out site works and general compliance with Building Regulations and allied Legislation.
3. To be fully aware and conversant with all relevant Legislation, building developments and
modern construction techniques.
4. To complete accurate inspection reports, records, statistics, etc including making recommendations for enforcement proceedings where necessary.
5. To prepare reports for presentation to the Building Regulations Manager concerning issues
relevant to the post holder’s duties and the general business objectives of the Division.
6. To undertake assessment/inspections of dangerous structures and initiate appropriate actions to remove the danger. Serve appropriate legal notices and liaise with emergency services etc as required. Responses to incidents to be carried out during the day and out of hours.
7. To undertake Fire Safety Assessments of Buildings and prepare reports as necessary.
8. To utilise pre-designed programs on computing and associated equipment as a tool in the
provision of a Building Control service.
9. Direct responsibility for the assessment of works where building regulation applications have been received in retrospect and the issuing of regularization certificates where appropriate.
10. To assist in the development and application of the Division’s Quality Management System.
11. To assess new Building Regulations applications for major projects under The Building
(Local Authority Charges) Regulations 1998 and advise applicants accordingly.
12. To maintain the security and confidentiality of all data held on computer systems within the section.
13. To support the Team Manager and Principal in developing plans, policies and procedures to
deliver appropriate services to support the directorate’s objectives. Resource Management
1. Project Management of varied and high value major development and complex schemes within the partnership area.
2. Project Management of all development schemes for partner companies outside of the
partnership area. Effective marketing of the partnership initiative to potential clients.
3. To assist in the training and development of all Building Control Staff. 4. To secure additional work through application of marketing and professional expertise in
accordance with business plans.

Minimum Essential Requirements - Evidenced by: a: application form b: test c: interview a b c Knowledge and Qualifications Expert knowledge of Building Regulations An appropriate degree or equivalent qualification Corporate Membership of an appropriate professional body i.e. Association of Building Engineer, Royal Institute of Chartered Surveyors
