The Fuel Facility Manager reports directly to the General Manager and is responsible for the day-to-day maintenance and operation of the on airport fuel facilities, fuel receipts from pipeline and transport trucks, pumping and filtration equipment, underground hydrant systems, and all associated regulatory inspections at the local, state, and federal levels. The primary responsibilities include, but are not limited to:

• Maintain customer satisfaction.
• Coordinate and monitor all facets of the fuel facility operations.
• Maintain and monitor all contracts, leases, permits and agreements for compliance.
• Direct the workforce in their daily duties.
• Monitor quality assurance programs, records, and fuel inventory control.
• Adheres to annual fuel facility operating budget and reports any variances to the General Manager.
• Participate in developing the annual Consortium budget and provide budget variances to the General Manager.
• Assist in management, administration, and special project requirements. ·
• Develop and revise operational procedures as required by change of contract, regulation, policy, construction, and necessity.
• Coordinate physical fuel movements with scheduler and operations personnel and ensure proper physical inventory procedures are followed and properly documented.
• Maintain communications with employees, monitor workforce schedules and requirements.
• Provide required reports and follow up all operational irregularities while enforcing employee work rules/regulations and report as required to the General Manager.
• Provide daily oversight of ATA103 compliance, fuel quality, environmental compliance, training, safety, and security.
• Collaborate to prevent inventory losses and reconcile fuel inventory.
• Interview, hire, discipline, and mentor employees, as needed.

Requirements

Minimum Requirements:

• Must be 18 years of age or older
• Must have a valid driver’s license with a clean motor vehicle record
• Pass a federal fingerprint background check and pre-employment drug screening
• Have proof of eligibility to work in the US
• Must have reliable transportation

Additional Requirements:

• Possess 2-3 years of bulk fuel storage and handling management experience preferred or equivalent experience in a related field
• Ability to lead a diverse team of experienced professionals in person.
• Ability to collaborate with a wide variety of professionals to achieve the common goals of the fuel consortium and airport.
• Commitment to operational discipline, operational excellence, and integrity.
• Ability to implement and influence change.
• Ability to work in a multi-disciplinary team across multiple time zones.
• Keen sense of reasoning, problem-solving, and technical troubleshooting of systems related to bulk fuels.
• Possess and maintain a valid driver’s license and other required identifications and certifications.

• Flexibility to respond to emergencies including emergency call out conditions.

Physical and Environmental Requirements 

This position requires sustained physical effort and consistent exposure to outdoor and potentially 

hazardous work environments. The physical demands described below are representative of those that must be met by an employee to successfully perform the essential functions of this job, with or without  reasonable accommodation. 

Mobility and Access 

• Ability to climb up and down stairs and ladders with 50+ steps and work at heights of 50 feet or more, including high, precarious places 
• Ability to get in and out of vehicles of varying sizes and heights 
• Ability to drive and operate vehicles and equipment of various sizes, including automated lifts up to 26 feet 

Lifting and Carrying 

• Frequently lift and carry up to 30 pounds overhead 
• Occasionally lift up to 70 pounds to waist level 
• Ability to shovel materials such as snow, sand, dirt, gravel, or rocks as needed 

Standing and Movement 

• Ability to sit, stand, walk, bend, squat, kneel, crawl, twist, climb, and balance for extended periods of time 
• Perform repetitive physical movements, including bending at the waist and knees, and sustaining 
• awkward or physically demanding positions 
• Capable of climbing and standing on step ladders while performing overhead work, such as 
• attaching fueling hoses 

Manual Dexterity 

• Use hands and fingers to handle, feel, grip, and operate tools, equipment, and controls 

Sensory Requirements 

• Hear and respond to verbal instructions, environmental sounds, and audible alarms 
• Maintain the following vision capabilities 
• Close vision (clear vision at 20 inches or less) 
• Distance vision (clear vision at 20 feet or more) 
• Color vision (identify and distinguish between colors) 
• Peripheral vision (see up/down and side-to-side while focused on a central point) 
• Depth perception (assess distance and spatial relationships) 
• Ability to adjust focus (sharpen vision at various distances) 

Environmental and Working Conditions  

• Work outdoors in all weather conditions, including extreme heat, cold, rain, snow, and wind. 
•  Tolerate frequent exposure to 
• Moderate to high noise levels (with use of appropriate hearing protection)  
• Fumes, airborne particles, and hazardous substances, materials, or waste  
• Work near or around:  
• Moving mechanical parts 
•  High-voltage equipment  
•  Hydraulic and pneumatic systems operating under high pressure
