Senior Lead Cloud Architect / Delivery Lead

Responsibilities

We are seeking a Senior Lead / Delivery Lead Cloud Architect to join our team of qualified, diverse professionals. The ideal candidate will lead the design, implementation, and delivery of cloud architecture solutions that support a major modernization initiative within the Centers for Medicare & Medicaid Services (CMS). This role is responsible for architecting and deploying the Proof‑of‑Concept (POC) cloud environment on CMS AWS, ensuring compliance with CMS security and performance requirements, and guiding the technical execution needed to validate system integration and claims‑matching objectives. The Cloud Architect Lead / Delivery Lead will play a pivotal role in driving successful modernization outcomes by integrating legacy components into a scalable cloud ecosystem and providing expert leadership across technical delivery teams.

 

Responsibilities:Cloud Architect Lead / Delivery Lead responsibilities shall include, but are not limited to:

• Leading the cloud architecture design and delivery for the POC phase, deploying and validating a parallel Facets environment on CMS AWS.
• Developing cloud architecture specifications that support POC validation activities, including the 95% claims match rate target and Tier 1 integration demonstrations.
• Designing, implementing, and optimizing cloud infrastructure using AWS best practices and the AWS Well‑Architected Framework.
• Managing provisioning, configuration, and operational readiness of environments to ensure security, scalability, resiliency, and performance meet CMS AWS requirements.
• Collaborating with application teams, data teams, security, and CMS stakeholders to support integration of legacy components into the modernized environment.
• Overseeing technical delivery, including task planning, issues/risk management, and coordination across multi‑disciplinary technical teams.
• Providing technical leadership, mentorship, and architectural guidance throughout the POC execution.
• Producing architectural artifacts, diagrams, design documents, and cloud implementation plans aligned with CMS standards and enterprise architecture guidance.
• Supporting compliance activities including security plans, control documentation, authorization support, and adherence to federal and CMS cloud security requirements.
• Driving continuous improvement by evaluating new cloud services, automation opportunities, and modernization strategies appropriate to CMS AWS environments.

Qualifications

Basic Qualifications:

• Minimum of 8 years with BS/BA; 12 years with a high school diploma. 
• Demonstrated experience architecting and delivering solutions on AWS, including use of the AWS Well‑Architected Framework.
• Experience designing, optimizing, and migrating applications or platforms to AWS, including integration with legacy systems.
• Hands‑on experience with cloud infrastructure provisioning, CI/CD pipelines, containerization, and infrastructure‑as‑code (Terraform, CloudFormation, etc.).
• Experience leading cloud delivery teams or large‑scale modernization efforts within federal or regulated environments.
• Strong understanding of cloud security, identity/access management, networking, encryption, and performance engineering in AWS.
• Ability to communicate effectively with both technical and non‑technical stakeholders, including leadership and external partners.
• Knowledge and experience working in Agile environments.
• U.S. Citizenship or Green Card holder.
• Ability to obtain/maintain a Public Trust clearance.

 

Preferred Qualifications:

• AWS Certified Solutions Architect (Associate or Professional) or similar cloud certification.
• Experience supporting CMS programs, CMS AWS environments, or federal healthcare initiatives.
• Experience working with Facets, claims systems, or healthcare data workflows.
• Experience designing robust IAM (Identity and Access Management), data encryption, and regulatory frameworks from the ground up.
• Prior experience in POC development, architecture validation, and performance benchmarking for cloud environments.
• Understanding of healthcare regulatory requirements (e.g., HIPAA).
• Familiarity with enterprise modernization initiatives involving legacy‑to‑cloud transitions.
• Experience developing architectural documentation and participating in technical governance or architecture review boards.

Target Salary Range

$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual’s experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
