Description
The City of Annapolis is seeking an analytical, thorough, and highly responsible financial professional to serve as Accounting Associate III. This position performs advanced professional financial accounting duties that require the application of standard accounting theories, principles, and techniques in strict compliance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines.
This role is distinguished from the Accounting Associate II level by the increased difficulty and complexity of assigned financial workflows, greater independence in executing day-to-day duties, and potential supervisory oversight over subordinate staff. The ideal candidate possesses thorough knowledge of specialized accounting procedures, demonstrated skill in obtaining interdepartmental cooperation in complex work situations, and experience managing high-volume reconciliations, billings, and wire transfers.
Financial Transactions & Approvals: Prepares, reviews, and approves routine and non-routine accounts payable, cash receipts, and general billing transactions by verifying documentation across multiple sources.
High-Volume Reconciliations: Reviews, investigates, and reconciles high-volume, complicated financial transactions, ledgers, journals, vouchers, and statements.
Account Entries & Fixed Assets: Coordinates asset, liability, and capital account entries by compiling and analyzing account data. Researches and analyzes basic and non-routine asset information for fixed asset establishment.
Specialized Billing & Wire Transfers: Conducts general billing and capital facility assessment billing. Processes all wire payments for utility, general billing, and personal property tax accounts.
Real Property Administration: Processes real property transfer forms for all property deeds.
Financial Analysis & Reporting: Prepares complex, non-standard financial reports, trend analyses, balance sheets, income statements, and graphical data representations.
Audit Preparation & Internal Controls: Prepares for annual and special audits by accurately accumulating data for assigned functional areas. Maintains accounting controls and financial security by adhering to established policies, procedures, and internal control frameworks.
Discrepancy Investigation & Root Cause Analysis: Researches and resolves complex billing, invoicing, and budget inquiries. Conducts root cause analyses to resolve recurring process problems and transaction discrepancies.
Special Projects & Guidelines: Performs specialized financial analyses for special projects and assists in drafting guidelines, procedures, and reporting templates.
Qualifications
Knowledge, Skills, and Abilities
Accounting & Audit Principles: Thorough knowledge of principles and practices of governmental and commercial accounting, auditing practices, GAAP, and GASB standards.
Regulatory Compliance: Knowledge of applicable federal, state, county, and local municipal regulations and auditing record maintenance procedures.
Software & Systems Aptitude: Proficiency with office automation software, including advanced functions in spreadsheets (Microsoft Excel), databases, word processing, and presentation platforms.
Mathematical & Analytical Precision: Skill in performing complex mathematical calculations with speed and accuracy, maintaining meticulous fiscal records, and operating standard business machinery.
Report Preparation & Policy Response: Ability to review and reconcile budgetary data, prepare clear and concise financial summaries, and respond to policy/procedural development requirements.
Interpersonal & Supervisory Ability: Skill in establishing cooperative working relationships, obtaining cooperation in difficult situations, and effectively supervising subordinate personnel when assigned.
Education: Bachelor's degree in Finance, Accounting, Economics, or a closely related field from an accredited college or university; AND
Experience: A minimum of four (4) years of related professional accounting or fiscal management experience.
Equivalent Option: An equivalent combination of education, specialized training, and progressively responsible experience that provides the required knowledge, skills, and abilities may be considered.
Physical Demands: Work is primarily sedentary, occasionally requiring up to 10 pounds of force to move files or office supplies. Essential physical capabilities include manual dexterity for keyboarding/repetitive motions, reaching, and visual/auditory acuity to operate office machinery.
Mental Acuity: High mental acuity is required to make rational, sound decisions through logical and deductive processes.
Environment: Executed in a safe and secure office setting.
