Eaton’s IS AER MSD division is currently seeking a Program Management Site Lead. This role is based in Orchard Park, NY. Relocation assistance will be offered to candidates within the hiring country.
The expected annual salary range for this role is $146000 - $215000 a year. This position is also eligible for a variable incentive program.

Eaton’s Aerospace Group, Mission Systems Division (MSD) is seeking a Program Management Site Lead to join our Orchard Park, NY facility. This position leads the site’s Program Management organization and is Responsible, Authorized, and Accountable (RAA) for the profit and loss (P&L) and end-to-end execution of the site’s new product development (NPD) portfolio spanning the Space, Missile Actuation, Weapons Carriage & Release, Life Support, and Pressure Technology Solutions (PTS) product lines. Reporting to the Orchard Park Plant Manager, the Programs Site Lead serves as the site’s senior program management leader and customer advocate — building and developing a high performing team of Program Managers and Program/Project Analysts, championing Integrated Product Team (IPT) leadership, and driving disciplined execution of Eaton’s PROLaunch program management system to deliver each program’s business case to its technical, cost, schedule, and quality commitments.
Job responsibilities
Portfolio Ownership & Financial Stewardship
- Own portfolio P&L. Manage the profit and loss of MSD Orchard Park’s New Product Development project portfolio; hold RAA accountability for delivering each program’s business case to its committed technical, cost, schedule, and quality targets.
- Manage portfolio financials at scale. Own Estimate-at-Complete (EAC) integrity, Earned Value Management (EVM) performance (CPI/SPI), non-recurring engineering (NRE), recurring cost, milestone/progress billing, and bookings to revenue conversion across the portfolio; partner with IPT Leads and Program Finance to keep the financial plan and forecast accurate.
- Maintain portfolio performance metrics. Track and report Revenue, Profit, Schedule, Technical Compliance, Recurring Cost, OTD, and Past Due; provide regular updates and leading indicators to the site leadership team and division.
- Govern program data health. Ensure timely, accurate program data (demand, financials, health metrics, and monthly status) is maintained in ProPM and Deltek Software Suite, and drive data governance standard work across the PM team.
Program Execution & Governance
- Set direction and standards. Establish objectives and provide direction to program and project teams on customer concerns, scope changes, and risk assessment; ensure disciplined use of Integrated Master Schedules/Plans, critical path management, and cross IPT resource integration.
- Run the governance cadence. Chair monthly Program Management Reviews (PMRs) and PROLaunch gate reviews with the Business Unit; prepare and publish PM metrics and reports; and represent Orchard Park programs in MSD Division, Aerospace Group, and Industrial Sector reviews.
- Champion IPT leadership. Champion Integrated Product Team leadership across the Orchard Park site and facilitate implementation and continuous upgrade of Eaton’s program management processes and PROLaunch governance.
- Lead risk & opportunity management. Own portfolio level Risk & Opportunity (R&O) management — maintaining quantified registers and expected monetary value assessments, developing and executing mitigation plans, and escalating impacts to business leadership.
## Customer, Growth & Proposal Leadership
- Serve as customer advocate. Ensure effective program management of schedule, cost, resources, risk, project change management, and commitments to customers — including U.S. Government and prime customers — and drive continuous improvement of organizational responsiveness to customer requirements.
- Drive new business. Play a key role in developing new business proposals by partnering with Sales & Marketing and Business Development through capture and proposal phases — supporting Basis of Estimate (BOE) development, competitive pricing, contract-type selection (e.g., FFP, CPFF), and NPD investment decisions during the proposal phase.
Talent & Organizational Leadership
- Build and lead the team. Own plans, budgets, staffing, training, and development for the site’s Program Management team (Program Managers I/II and Program/Project Analysts); manage employee performance and development and drive a culture of engagement, inclusion, continuous improvement, and functional excellence.
- Develop program management capability. Grow the talent base and advance PROLaunch, PMP, and Earned Value competencies; create growth and succession opportunities; coach the team and provide feedback against performance indicators.
- Advance digital program management. Deploy digital PM tools and leading indicator dashboards (PROLaunch Studio, ProPM), align with the division’s initiatives, and drive standard work and continuous improvement through the Eaton Business System (EBS/ECIS).
Compliance
- Ensure program compliance. Ensure programs comply with ITAR/EAR export control requirements, applicable U.S. Government contracting requirements (FAR/DFARS), cybersecurity/CMMC obligations for controlled programs, and AS9100 quality standards.
- Seek team input to promote rapid resolution of issues; perform other duties as assigned.

## Qualifications:
Required Qualifications
- Bachelor’s degree from an accredited institution required.
- Minimum 10 years of experience in Program Management, or a combination of Program Management with Engineering and/or Product Development Management inteh aerospace and/or defense industry.
- Minimum 5 years of experience in Aerospace New Product Development (NPD) program.
- Minimum 5 years of experience leading or managing people (direct or indirect).
- Experience managing $5M+ programs.

Preferred Qualificaitons
- Master’s degree in Engineering or Business.
- Experience in a manufacturing environment.
- Working knowledge of program management fundamentals, including planning, scheduling, cost control, and risk management.
- PMP certification.
- Familiarity with Microsoft Project or equivalent scheduling tools.
- Experience using Deltek program management and cost control tools (e.g., Cobra, Open Plan, PM Compass, or equivalent).
- Experience working with Oracle ERP systems.
- Experience with Earned Value Management Systems (EVMS), including interpretation and use of CPI/SPI metrics.
- Experience with New Product Introduction (NPI) on aerospace or defense programs.
