The City of Oceanside is accepting applications for the position of APPLICATIONS ANALYST III to work in our Information Technologies Department.

Under direction of the Information Technologies Division Manager, the successful candidate will serve as the City’s primary technical resource for the administration, maintenance, and ongoing support of the City's public-facing website, staff-facing SharePoint site, and a broad portfolio of enterprise business applications. Responsibilities include administration of various City software systems, software user account and permission management, end-user training and preparation of written documentation, troubleshooting and resolution of complex application issues, and coordination with software vendors on support cases, upgrades, and system enhancements. Serves as a technical resource for implementing and adhering to requirements regarding digital accessibility, including evaluating web content and applications against WCAG 2.1 Level AA, coordinating remediation with vendors and departmental content contributors, and maintaining ongoing monitoring and documentation.

The ideal candidate is a self-motivated problem solver with excellent customer service skills who communicates effectively with both technical staff and non-technical end users, and who can prioritize competing requests in a fast-paced municipal environment.

This position requires the successful candidate to be a self-starter, able to work in a high paced environment, work independently with general direction and have effective time management skills as well as work with a high level of attention to detail, be able to multi-task and re-prioritize duties throughout the day.

Employees within this classification are expected to perform the most difficult and responsible types of duties assigned to classifications within this series, including designing, developing, implementing and maintaining large or complex computer applications.   Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.  Employees at this level may serve as a project lead on specialized application development projects and have demonstrated proficiency in performing those types of responsible projects.

This position will also perform professional level duties in the analysis, evaluation, design, development, testing, implementation, documentation and maintenance of strategic City computer applications across multiple platforms and technologies; design data and application structures for computer application systems using appropriate design tools; troubleshoot and rectifies computer application problems; provides training to end users on use of applications; develop training materials; conduct or coordinate training sessions; evaluate training programs to ensure they are effective in meeting program goals and objectives; maintain and provides technical support for new or current applications; evaluate requests for application enhancements; provide guidance to end users on applications use and operating parameters; manipulate database information at user or management request; as assigned may serve as project lead over all aspects of assigned application development projects; evaluate and assess client needs; identify and allocate resources including staff, equipment and materials; set project priorities, goals and objectives; prepare and present project progress reports for department management; identify problems and issues; recommend solutions; develop extensive administrative analyses regarding City and departmental practices, procedures and operations; perform complex organizational and budget studies; coordinate activities with outside consultants, contractors and agencies; create, maintain and update the City’s web page; create and edit video content for web publishing; develop analytical and statistical reports; analyze, diagnose and resolve complex software issues; manage data integrity and security for software applications; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of information systems and technology. 
In addition to the qualifications for an Applications Analyst I and Applications Analyst II:

Knowledge of:

  • Advanced applications programming techniques.

  • Advanced methods and techniques of using application design and development tools.

  • Basic principles, practices, methods and techniques of leading application development projects. 
  • Methods and techniques of evaluating client information technology requirements.
  • Advanced methods and techniques of applications development, analysis, design, programming and installation.
  • Advanced principles and practices of computer science and information systems.
  • Advanced principles and practices of information systems hardware and software troubleshooting.
  • Operational characteristics of multiple operating systems and platforms.

Ability to:

  • Design and implement projects to meet user specifications.
  • Design, develop, install, troubleshoot and upgrade City applications.
  • Oversee applications quality assurance procedures.
  • Serve as project leader on assigned information systems projects.
  • Perform highly advanced application development, analysis and programming duties.
  • Install, test, and configure hardware and software applications and programs.
  • Design, evaluate, test, implement and maintain a variety of software applications.

Experience and Training

Any combination of education, training, and experience that provides the knowledge, skills, and abilities required is qualifying. A typical way to obtain the requisite knowledge, skills and abilities are as follows:

Experience: Five (5) years of responsible information systems analysis or applications development experience.

Training: A Bachelor’s degree with major course work in computer science or a closely related field.

LicensePossession of, or ability to obtain and maintain, an appropriate, valid driver’s license with a satisfactory driving record.

Environmental Conditions: Office environment; long periods of exposure to computer screens.
 
Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting and standing for prolonged periods of time; speaking and hearing to exchange information; visual acuity to read and interpret information.

Selection Process: All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. Failure to provide all required application materials will result in disqualification from the selection process. The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job-related qualifications.  Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.

Note: Prospective employees will undergo, and must successfully pass, a full police background reference check (including fingerprinting) and a medical examination. Drug screening may be required.
