Description
ACLC, LLC is seeking a highly analytical and detailed Acquisition Analyst to provide professional acquisition planning, contract requirements generation, and procurement tracking support to the U.S. Army Central (USARCENT) Headquarters G4 Logistics section. The successful candidate will assist the G4 staff in translating complex theater logistics, material readiness, and life-support requirements into executable contract vehicles supporting forces across the U.S. Central Command (USCENTCOM) Area of Responsibility (AOR).
This is a full-time, on-site position, which requires a SECRET clearance. (Top Secret preferred)
This position is contingent upon contract award.
Essential Duties and Responsibilities:
- Requirements Package Development: Assist the G4 requirements owners in drafting, assembling, and processing comprehensive acquisition procurement packages, including Performance Work Statements (PWS), Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and Quality Assurance Surveillance Plans (QASP).
- Acquisition Planning & Strategy: Support the G4 Acquisition cell in long-range strategic planning, market research, and analyzing procurement options (e.g., FAR Part 12 vs. Part 15, or utilizing existing GSA/IDIQ vehicles) to meet theater operational milestones.
- Contract Tracking & Lifecycle Support: Monitor and track the lifecycle of G4-sponsored logistics and service contracts from solicitation through closeout. Maintain an accurate electronic procurement dashboard to forecast contract modifications, options, and re-competes.
- COR Support Liaison: Act as a technical advisor to appointed Contracting Officer's Representatives (CORs) within the G4 section, assisting them with contract surveillance documentation, monthly reporting compliance, and invoicing reviews.
- Review Board Preparation: Prepare and compile analytical data, justifications, and briefings for presentation before the USARCENT Joint Requirements Review Board (JRRB) or Operational Contract Support (OCS) synchronization panels.
Required Qualifications:
- Education: Bachelor's degree in Business Administration, Acquisition/Contract Management, Finance, Supply Chain Management, or a related field (equivalent military/federal procurement experience may be substituted).
- Experience: Minimum of 5 years of experience in federal, DoD, or military contract management and acquisition analysis. Direct experience operating at a Division, Corps, or Theater Army (ASCC) G4/G8 level is highly preferred.
- Technical Systems: Direct operational proficiency with the Virtual Contracting Enterprise (VCE), Procurement Integrated Enterprise Environment (PIEE), Joint Requirements Deployment Execution System (JRDES), and standard Microsoft Office suites (expert Excel and PowerPoint skills required).
- Certifications: Defense Acquisition Workforce Improvement Act (DAWIA) Foundational/Professional certification in Contracting, or Federal Acquisition Certification in Contracting (FAC-C) Professional level, is highly preferred.
- Clearance: Active DoD Secret security clearance is required at the time of application.
- Skills: Expert knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Army Federal Acquisition Regulation Supplement (AFARS).
