Salary Grade 60

Minimum: $2,075.10/weekly                                                                                    

Midpoint: $2,645.75

Manager – Electric Reliability Compliance:

Salary Grade 61

Minimum: $2,372.76/weekly

Midpoint: $3,025.27

Work Schedule:

Monday - Friday, 8:00 am-5:00 pm.

 

Job Description:

PURPOSE OF POSITION: 
Under the direction of the Senior Legal/Regulatory Counsel or designee, manages electric reliability compliance activities across all applicable areas of the Utility to adhere to reliability standards of the North American Electric Reliability Corporation (NERC), related requirements of the Federal Energy Regulatory Commission (FERC), and Southwest Power Pool (SPP) criteria.

Manager – Electric Reliability Compliance:
This role serves as the primary internal subject matter expert on NERC, Midwest Reliability Organization (MRO) and applicable Regional Entity reliability standards and coordinates compliance activities across operations, engineering, IT/cybersecurity, and all internal stakeholders.

ESSENTIAL JOB FUNCTIONS: 
Supervisor – Electric Reliability Compliance:
1.    Oversees the development, maintenance, and implementation of the Electric Reliability Compliance Program processes and metrics to support CU’s culture of compliance in accordance with reliability standards. 

2.    Evaluates Utility operations for compliance with NERC standards and recommends policy level changes to enhance compliance with those requirements.

3.    Monitors NERC and related industry media for emerging compliance issues and communicates this information to the CU compliance committee and other appropriate areas. 

4.    Assists CU departments and subject matter experts in developing and implementing compliance procedures to ensure compliance. 

5.    Provides or arranges technical and regulatory staff training on reliability standards.

6.    Collects and reviews internal compliance documents and ensures an accurate compliance database is maintained for audits.

7.    Leads internal effort for coordination and preparation for reliability audits, surveys, and submission of compliance reports and documentation. 

8.    Supervises compliance staff to ensure all deadlines are met and department goals are accomplished.

9.    Assists in the implementation of the FERC Standards of Conduct compliance program for wholesale market participation.

10.    Assists in the administration of information protection program requirements including Critical Energy Infrastructure Information (CEII) and related CU/SPP confidential/non-disclosure agreements.

11.    Performs other related duties as requested by management.

Manager – Electric Reliability Compliance:
**In addition to the Supervisor classification. The Manager classification is expected to perform these functions with increased proficiency, autonomy, and ownership.

1.    Serves as the Compliance Manager of CU’s Compliance Program.

2.    Leads the CU Electric Reliability Compliance Committee (ERCC).

3.    Coordinates CU participation in Small Group Advisory Sessions, technical conferences, and workshops on key issues.

4.    Reviews instances of potential noncompliance and makes final decisions or recommendations to Chief Compliance Officer or designee on appropriate disposition.

5.    Advises the Chief Compliance Officer and other senior leadership with regards to NERC/MRO audit findings, potential needs for self-reporting, penalty negotiations, development of mitigation plans, and tracking of mitigation plans to completion as needed.

6.    Represents the Utility on various regional, state, and federal reliability committees as appropriate, with emphasis on MRO and NERC committees, and promotes participation of NERC and other CU employees in such committees.

7.    Helps identify and propose related training needs, and assists in investigating and advising on employee questions and concerns regarding the FERC Standards of Conduct.

8.    Participates in and contributes to CU’s Operational Resiliency Committee, provides support as needed for GridEx planners and participants, and represents the compliance function in cross-functional planning discussions.

9.    Identifies process improvement opportunities based on planning exercises, incident investigations, root cause analysis, and industry best practice. 

10.    Provide periodic status reports, metrics, and dashboards on compliance performance, open mitigation plans, and key risks to senior leadership, the governing board/commission, and relevant committees.

11.    Builds relationships with compliance counterparts at other municipal utilities in SPP and MRO by proactive participation in meetings, forums industry events, conferences, and personal outreach to encourage sharing of best practices, problem solving, and early awareness of emerging compliance issues.
 
QUALIFICATIONS: 
Education and Experience:

Bachelor’s degree in applicable engineering, business, information technology or related discipline is required from an accredited college or university.  

In lieu of a bachelor’s degree, an equivalent combination of education, and/or certifications, and progressively responsible experience in engineering, business, information technology, or related disciplines may be considered. Supervisor - minimum of two years of recent supervisory experience required. Manager - minimum of four years' recent supervisory experience is required.

Supervisor – Electric Reliability Compliance:

A minimum of five years related progressively responsible electric industry experience in relevant regulatory compliance, engineering, transmission, generation, information services or technology is required. Recent supervisory experience is preferred. 

Manager – Electric Reliability Compliance:

A minimum of seven years related progressively responsible electric industry experience in relevant regulatory compliance, engineering, transmission, generation, information services or technology is required. A minimum of four years' recent supervisory experience is required.

Licensing/Certification:

Must have a valid driver’s license (minimum Class F).

Knowledge, Skills, and Abilities:
**The Manager classification assumes greater responsibility and accountability for skills and abilities. 

• Advanced understanding of electric utility bulk power operations.

• Knowledge of NERC standards and ability to assess the Utility’s compliance with those requirements.

• Excellent organizational skills to independently manage documents and meet schedules for reports and activities required by regulatory deadlines.

• Proficiency with operating personal computers and use of Microsoft Office suite, including SharePoint.

• Excellent oral and written communication skills.

• Excellent interpersonal skills that will motivate others, while having the capacity to assertively engage others as needed to assess compliance.

• Ability to:

  • Skillfully handle personnel problems and situations involving tact, discipline, and employee recognition.

  • Make mature decisions without supervision while maintaining confidentiality regarding regulatory compliance issues.

  • Plan, organize, and coordinate work with a high degree of accuracy and make mature decisions in managing risks.

  • Be current with rapidly changing technological and regulatory advancements and provide direction as to their implementation.

  • Effectively utilize a range of digital tools and platforms, including but not limited to Microsoft Office Suite, enterprise software, artificial intelligence-enhanced applications, and self-service systems. Must possess a willingness and capacity to learn and adapt to emerging technologies, including mobile devices, cloud-based systems, and data-driven platforms relevant to utility operations.

Physical Requirements:
Typically, sedentary work. Ability to express or exchange ideas by means of the spoken word and receive detailed information through oral communication. Substantial movements of the wrists, hands, and/or fingers, and close visual acuity to operate a computer is required.

Working Conditions:
Duties are normally performed in an office with some occasional field trips. Travel outside of Springfield, Missouri may be required occasionally. May be required to work non-standard hours, holidays, and schedules occasionally.
