Position Description:Under general direction of the Operations Manager, the Title Research Supervisor is a professional supervisory role that plans, organizes, and directs the daily operations of the Title Research department, exercising independent judgment and discretion. This position provides leadership and support to department staff who research property ownership, deeds, and title records; ensures the accuracy and timely completion of title research, change orders, and related documentation; and coordinates departmental workflow with other departments, executive staff, and other offices.

Required Skills, Knowledge, and Abilities:
- Working knowledge of real property records, deeds, conveyances, and recorded instruments, and the ability to interpret legal descriptions affecting property ownership.
- Knowledge of Oklahoma recording, conveyance, and ad valorem statutes as they relate to property ownership and assessment.
- Ability to plan, organize, assign, and review the work of department staff, and to establish priorities to meet statutory deadlines.
- Knowledge of supervisory principles and practices, including performance management, coaching, discipline, and employee development.
- Proficiency with Microsoft Office applications (Word, Excel, Teams) and the county land records and mapping systems used by the department.
- Ability to identify process improvements and lead departmental improvement initiatives.
- Ability to maintain confidentiality and exercise discretion when handling sensitive personnel, taxpayer, and title-related matters.
Additional Job Description
Education/Experience:
- High school diploma or equivalent required.
- Associate or bachelor's degree in business, paralegal studies, real estate, or a related field preferred.
- Three to five years of experience in title research, land records, real estate, or a related field required.
- Prior supervisory experience preferred.
- Previous experience working in a government or property assessment environment is a plus.
Supervisory Responsibilities:
This position directly supervises the Title Research department, including Title Research Specialists, Title Research Technicians, and Title Research Assistant. Supervisory responsibilities are carried out in accordance with the Assessor's Office policies and applicable law, and include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
Language Skills:
Ability to effectively interpret written, verbal, and procedural instructions, including legal descriptions and recorded instruments.
Ability to communicate clearly and professionally with staff, management, taxpayers, title companies, external agencies, and the public, including in difficult or sensitive situations.
Ability to prepare reports, correspondence, performance documentation, and operational documentation.
Ability to summarize, prioritize, and present department concerns and staff needs to management.
Ability to effectively present information and respond to questions from staff, management, and the public.
Mathematical Skills:
Ability to perform basic arithmetic operations (addition, subtraction, multiplication, division) and calculate percentages, prorations, and ratios using common fractions, decimals, and whole numbers.
Reasoning Ability:
Ability to define problems, gather relevant information, establish facts, and identify and implement effective solutions, particularly in situations where standard solutions may not be available.
Ability to interpret and follow instructions in written, oral, or diagram form.
Ability to exercise sound, independent judgment in personnel and departmental matters.
Certificates, Licenses, and Registration:
- Upon hire, obtain Certificate of Advanced Accreditation as provided for in Title 68 O.S. §2816.
- Notary Public commission preferred, or ability to obtain within the introductory period.
- Certification or training in title examination, land records research, or real property law preferred but not required.
Physical Demands
Employee is regularly required to use hands and fingers for keyboarding and data entry; frequently required to speak, hear, and move about independently.
The employee may occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include close, distance, peripheral, depth perception, and the ability to adjust focus.
Work Environment
This position will work in a typical downtown office environment.
The noise level is usually low to moderate.
