Under general direction of the Sheriff; serves as principal assistant to the Sheriff for all department operations; serves as commander of the patrol and investigations division; and performs other work as assigned.DISTINGUISHING CHARACTERISTICS:
The employee in this class is the assistant department head and services at the pleasure of the Sheriff. Undersheriff is distinguished from the class of Commander in that the latter class is a division commander reporting to the Undersheriff.EXAMPLES OF DUTIES:
The duties listed below are examples of the work typically performed by employees in this class. An employee may not be assigned all duties listed and may be assigned duties which are not listed below. Marginal duties (shown in italics) are those which are least likely to be essential functions for any single position in this class.
- Develops, evaluates and implements policies and procedures for assigned division to meet the Sheriff's goals and objectives; develops and evaluates training programs to develop division personnel and improve the delivery of law enforcement services.
- Manages the daily operation of the Sheriff's office on behalf of the Sheriff; provides direction and support to subordinate managers and supervisors, and advice and consultation to the Sheriff in assigned program areas; investigates and resolves complaints and concerns regarding departmental services and facilities; acts as liaison with other law enforcement and public safety agencies and the courts.
- Estimates budget needs for law enforcement operations; writes justifications for funding requests; monitors expenditures to assure compliance with budgets; accounts for variances between projected and actual expenditures; prepares and presents information in written and oral form to the Sheriff and officials of other agencies.
- Selects, directs and evaluates department staff; instructs supervisory and subordinate management staff in the requirements of jobs; trains staff in the work procedures; advises staff on resolution of problems; hears and responds to employee problems, concerns and complaints; responds to formal grievances on behalf of the Sheriff; issues warnings and reprimands for inadequate performance and improper behavior; imposes and recommends[1] disciplinary actions; serves as a member of the management collective bargaining team.
- Develops staff schedules; organizes work to be done by staff; assigns staff to specific cases and to special projects; coordinates activities of staff to ensure effective coverage and prompt response; trains staff in law enforcement methods, application of policies and procedures and use of law enforcement tools; evaluates staff performance.
- Prepares reports and correspondence for other government agencies, members of the public and county management; reviews reports prepared by other staff to ensure they are complete and consistent with policies and procedures.
- Maintains order and security within the detention.
- Performs patrol functions; monitors detainees in the jail; investigates crimes; enforces public safety regulations; enhances community relations.
Knowledge of current methods, practices and techniques of law enforcement, crime detection and investigation, crime prevention, and detention facility administration; principles and practices of management and supervision; methods applicable to law enforcement agencies; practices and techniques of budgeting; relevant federal, state and local laws including legislative and case law related to arrest, search and seizure, evidence, and prosecution of offenders; use and care of firearms, communications equipment and other police gear.
Ability to effectively administer projects and operations consistent with the Sheriff's policies; supervise staff; plan, direct and evaluate the work of law enforcement staff; work effectively under the pressure of emergencies, threat of danger, deadlines, and conflicting demands; work effectively with staff, representatives of the courts, legal professions, other law enforcement agencies, and members of the general public; establish and maintain effective working relationships with other County employees; gain cooperation through discussion and persuasion; collect, interpret and evaluate narrative and statistical data pertaining to policy, fiscal, Sheriff's Office operation and other law enforcement matters; analyze policies, regulations, projects, activities, and methods; select alternatives, project the consequences of proposed actions, implement administrative policies and work programs consistent with laws and Sheriff's policies and goals; understand, interpret and apply laws and regulations; present findings, recommendations and policies to individuals and groups in an understandable and persuasive manner; communicate effectively in writing on matters related to department policies, funding, and operations.
Special Requirements:
Possess a valid driver's license for equipment to be operated; and possess ability to pass a background investigation.
Experience and Training:
Any combination of training, education and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
Fifteen (15) years of progressively responsible law enforcement experience; possession of a Nevada POST Supervisor certificate.
