Monthly Salary Range:  $10,751 $14,684

The Monterey County District Attorney’s Office is responsible for attending court and conducting all local criminal prosecutions. The District Attorney is a State Constitutional Officer when prosecuting crimes defined under State Law. Additionally, the office provides legal advice to all law enforcement agencies and provides training programs for their personnel; thus, increasing the probability of successful prosecutions. The mission of the Office is to promote justice, ensure that the rights of victims are upheld by treating them with dignity, respect and compassion, and aggressively and fairly prosecute those who violate the law.

The ideal candidate will be a strategic and highly skilled finance professional with deep expertise in public finance administration, advanced accounting operations, and comprehensive budget management. They will demonstrate strong leadership abilities, including developing staff, overseeing complex fiscal systems, and effectively communicating financial concepts to both technical and non-technical audiences. This candidate will be adept at interpreting and applying state and federal regulations, producing accurate and insightful financial analyses, and ensuring compliance with rigorous audit standards related to grants. Above all, they will bring a collaborative, solutions-oriented approach that supports departmental goals and strengthens fiscal stewardship.

The Eligible List established by this recruitment process may be used County-wide to fill current and future vacancies on a regular full-time, part-time, or temporary basis.
  • Maintain a current knowledge of industry standards for public finance administration, cost and fiscal control accounting, budget preparation and management, financial reporting, forecasting and financial analysis.
  • Coordinate and maintain fiscal, billing and grant accounting systems and procedures to assure the quality and technical accuracy of all fiscal programs.
  • Establish and maintain positive working relationships with Department management and staff, other Departments, outside agencies, vendors and state and federal program auditors.
  • Manage and supervise professional, paraprofessional, technical and/or clerical staff; provide training to staff in accounting applications, budget administration and state and federal laws affecting fiscal operations; plan and organize work of staff; provide staff development training; select and evaluate staff.
  • Advise management team, Department Heads and administrators regarding fiscal policies, goals, objectives, standards and programs.
  • Prepare or supervise the preparation of a variety of complex periodic and special accounting reports, financial statements, special financial studies, technical financial reports, budgets, cost analyses, rate studies and projections.
  • Provide planning and oversight for Departmental budgeting; develop timelines and coordinate the financial portion of the budget; provide budgetary and fiscal advice to the Department Head and management staff; prepare budget for the Department or a portion related to the major area of responsibility.
  • Direct and monitor Departmental accounting systems, financial controls and accounting operations including general ledger and cost accounting, financial reporting and internal auditing.
  • Assure that the Department’s and/or the County’s fiscal program meets standards and passes State and Federal audits. 
  • Prepare responses to disputed state and federal audits and prepare material for appeals as appropriate.

THE SUCCESSFUL CANDIDATE
Will have a proven track record demonstrating the following knowledge, skills and abilities:
 
Thorough knowledge of:
  • Principles and methods of public finance administration.
  • Accounting operations, budgeting preparation and management; fiscal control auditing, cost accounting, financial reporting, forecasting, financial analysis, internal financial and operations auditing, reimbursement, grant management, and third-party reimbursement.
  • Computerized data processing as applied to financial management.
Working knowledge of:
  • State and Federal laws affecting fiscal operations, public finance, reporting and resource management.
  • Principles and methods of supervision and management, including work planning, analysis, and organization; selection and evaluation of employees, and their training and development.
  • Word, Excel, Access and other common office software.
  • Quantitative analysis and statistical reporting.
Skill and Ability to:
  • Direct, plan and organize fiscal and accounting operations.
  • Properly interpret and apply laws, regulations and policies.
  • Prepare, review and interpret financial data and reports.
  • Use personal computers.
Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying. An example of a way these requirements might be acquired is:

Education:
Equivalent to completion of a bachelor’s degree in Public or Business administration, Economics, Accounting, Finance or a related field with course work in accounting, finance and business administration.

Experience:
Three years of increasingly responsible experience performing a wide variety of duties related to fiscal resource management, including at least one year of significant administrative experience in public finance and accounting.CONDITIONS OF EMPLOYMENT
The required conditions of employment include, but are not limited to the following:
  • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
  • Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency; travel out of County to attend meetings.
  • Successfully pass a background check to include Department of Justice (DOJ) fingerprinting.
