Description

Under direction, this supervisory position plans, organizes, and supervises the work of assigned staff, providing court operations services such as document processing, calendar management, and /or courtroom support. Reports directly to the Division Manager.


This is the first-line supervisory classification with responsibility for participating in employee selection process, training, evaluating employee performance, and recommending personnel actions such as promotion and discipline. Incumbents receive direction to carry out assigned duties within an established framework of policies and procedures and exercise independent judgement as needed to run the assigned day-to-day court operations activities and services.


  • Plans, assigns, supervises, coordinates, reviews, and evaluates the work of clerical staff assigned to court operational activities
  • Ensures adequate coverage for all legal processing, courtroom, and judicial services activities
  • Trains staff in legal terminology and procedures, document processing, case management system data entry, and division job related duties
  • Reviews work in progress and upon completion
  • Identify, develop and implement new methods and procedures as needed to facilitate court goals, policies and objectives
  • Participates in the selection of staff, appraises employee performance
  • Conducts coaching and mentoring on work issues
  • Recommends disciplinary actions of staff to the Division Manager
  • Assists in the development and implementation of procedures and work standards for staff, ensuring that work is performed in a timely and professional manner
  • Participates in monitoring changes in laws, policies, and procedures that impact work
  • Recommends procedural improvements and implements them after approval
  • Assists in communicating procedures to staff
  • Answers complex and difficult legal or procedural questions related to document processing and courtroom operations
  • Advises attorneys, public agencies, and the public regarding the status of legal cases and procedural information
  • Applies departmental policy to resolve conflicts with staff and customers
  • Prepares and maintains statistical and narrative reports related to activity and work of the division
  • Provides input into development of the budget for the division
  • Assist with ensuring cash handling procedures are adhered to, including, enter void receipts, transfer payments, assist with end of day balancing, and execute bank deposits
  • Establish and maintain cooperative working relationships with Judicial Officers, staff, other agencies and the public
  • Researches and interprets application of laws and regulations for questions on legal and/or procedural issue

Education 

Possession of High School Diploma or G.E.D.  


Preferred Education 

Equivalent to graduation from an accredited two year community college or four year college or university with a bachelor's degree in social science, business, public administration or a closely related field.  (Additional qualifying experience as described below may substitute for the required education on a year-for-year basis up to a maximum of 2 years.)

 

AND

 

Experience

Two (2) years of supervisory experience obtained at a municipal, superior, federal, appellate, military court system; or,  four (4) years of increasingly responsible supervisory experience in the public or private sector.


Preferred Experience

Four (4) years of progressively responsible work experience in the Courtroom or Court Operations Divisions, which may include at least two (2) years in a Lead Clerk position or similar classification with a Superior Court.



 

Knowledge

  • Legal procedures, records, and documents related to several functional areas of responsibility
  • Basic principles of supervision and employee performance evaluation
  • Standard and accepted office practices, procedures and techniques, including computer software systems related to case management
  • Standard and accepted English usage, spelling, grammar, and punctuation
  • Standard and accepted cash accounting and balancing practices
  • Administrative/operational procedures and practices of the court system’s operations and procedures
  • Business letter and report writing
  • Pertinent State, Federal and local codes, laws, regulations and guidelines related to court systems and processes
  • Standard and accepted legal terminology
  • Standard and accepted principles and practices of effective employee training, supervision and motivation


Ability

  • Coordinate, organize, and prioritize a variety of tasks for self and others in an effective and timely manner
  • Understand, interpret, explain and apply a variety of statutes, guidelines, operating policies, procedures and instructions in an independent manner
  • Understand the organization and operations of the Court and outside agencies as necessary to assume assigned responsibilities.
  • Compile and maintain extensive legal records, files, and statistics
  • Establish and maintain effective working relationships with all court staff, judges, and those contracted in the course of work
  • Keyboard at a speed necessary for successful job performance
  • Operate a variety of office machines and computer equipment
  • Required to establish and maintain effective working relationships with all court staff, judges, and those contacted in the course of work
  • Identify problems/issues, collect relevant data, analyze options according to established criteria, and recommend appropriate course of action
  • Communicate clearly and concisely, both orally and in writing
  • Identify, assist in developing and implementing new automated documentation systems and procedures
  • Supervise, train and evaluate assigned court staff
