Personnel Link is recruiting for a Compliance and Monitoring Officer on behalf of our client, Braintree District Council.
This is a hands on operational compliance role supporting services including Waste, Street Cleansing, Horticulture and other frontline Council operations.
You will spend time out across operational sites and services, carrying out inspections, monitoring working practices, supporting training and helping ensure teams are operating safely and in line with health and safety legislation and Council procedures.
This would suit someone with experience in health and safety, compliance, operational auditing, fleet compliance or workplace inspections, particularly within an operational, transport, waste, local authority or similar environment.
The role is based on site in Braintree and requires attendance 5 days per week.
The Role
Working closely with the Operations Manager and wider operational teams, your responsibilities will include:
• Carrying out planned and unannounced workplace inspections, audits and site visits
• Monitoring operational activities to ensure safe systems of work, risk assessments and procedures are being followed
• Completing route safety assessments and observing frontline working practices
• Monitoring PPE, vehicle, equipment and workplace safety standards
• Supporting compliance with operator licence requirements, driver safety and fleet related procedures
• Identifying areas of non compliance and working with managers to put corrective actions in place
• Delivering health and safety training, inductions, refresher sessions and toolbox talks
• Carrying out employee competency assessments and maintaining training records
• Investigating accidents, incidents, near misses, complaints and safety concerns
• Preparing investigation reports and identifying root causes and recommended actions
• Reviewing compliance trends, audit findings and incident information to identify potential improvements
• Supporting the development and review of risk assessments, procedures and safe systems of work
• Providing practical health and safety advice to managers, supervisors and operational employees
• Supporting regulatory inspections and enquiries from organisations including the HSE, DVSA and Environment Agency
What We Are Looking For
We are keen to hear from candidates with experience in areas such as:
• Health and safety compliance
• Operational compliance or monitoring
• Workplace inspections and audits
• Risk assessments and safe systems of work
• Incident and accident investigation
• Delivering health and safety training or toolbox talks
• Fleet, transport or operator licence compliance
• Working within operational environments such as waste, recycling, transport, logistics, highways, grounds maintenance or local authority services
You should be comfortable working directly with operational teams and confident challenging unsafe practices where necessary, while taking a practical and supportive approach to improving standards.
