The City of Laguna Beach is seeking a dynamic and experienced Transit and Parking Manager to lead the operations and services of the City's renowned Trolley and Laguna Local programs as positioned in the Transit and Parking Division(s). Under the direction of the Transit and Community Services Director, this leadership role is responsible for managing both parking programs and transit services, ensuring efficient service delivery, strategic planning, and fiscal responsibility. The ideal candidate will have a strong background in transit and parking management, budget administration, and contract negotiation, with a focus on operational excellence, customer service, and compliance with applicable regulations. What You'll Do

  • Lead the operations of the City’s Transit and Parking Divisions including the Trolley, Laguna Local, and parking programs.
  • Develop division goals, policies, and strategies that support City priorities and community needs.
  • Manage the division budget, contracts, vendors, grants, and related financial resources.
  • Coordinate parking operations including meters, enforcement, technology, revenue collection, maintenance, and employee parking.
  • Collaborate on transit services and identify opportunities to improve service, accessibility, efficiency, and sustainability.
  • Lead and develop division staff, establish performance expectations, and foster a collaborative and accountable work environment.
  • Analyze operations, evaluate service delivery, and recommend improvements to enhance efficiency, customer service, and fiscal responsibility.
  • Collaborate with City departments, community and regional partners, and stakeholders to develop and implement innovative parking and transit solutions.
  • Prepare reports and presentations for City management and City Council and ensure compliance with applicable regulations.

Any combination demonstrating the ability to effectively and successfully perform the duties of the position is considered qualifying.  A typical combination is as follows:

Education: Equivalent to a bachelor's degree from an accredited college or university with major course work in Business Administration, Public Administration, or a related field.

Experience: Minimum of five (5) years of increasingly responsible experience performing general administrative duties such as budget development and administration of a transit/transportation program, short- or long-range planning, contract administration and negotiation, report writing, or similar duties. At least two (2) years of supervisory experience is also required.

License/Certificate Requirements: Due to the performance of some field duties, which may require the operation of a personal or City vehicle, a valid California Driver’s license and an acceptable driving record are required.

This recruitment will establish an eligibility list that may be used to fill future vacancies in the same or lower classifications.
