Job Description:

Parsons is looking for an amazingly talented Senior FM Services Specialist – Saudi National to join our team! In this role you will get to provide on-site technical oversight and operational governance of Integrated Facilities Management (IFM) services across large-scale workforce accommodation and community assets. You will monitor hard and soft FM services, contractor performance, asset condition, worker welfare, hygiene, maintenance, and service quality to ensure facilities operate safely, reliably, and in accordance with contractual requirements, SLAs, KPIs, and applicable standards.
 

What You'll Be Doing

  • Provide day-to-day on-site oversight of Integrated Facilities Management (IFM) activities across workforce accommodation, residential blocks, common areas, dining facilities, and supporting infrastructure.
  • Lead routine field inspections to assess facility condition, operational performance, cleanliness, safety, and service quality.
  • Monitor FM contractors and service providers to ensure compliance with contractual requirements, approved procedures, Service Level Agreements (SLAs), and Key Performance Indicators (KPIs).
  • Review contractor response times, work quality, preventive maintenance performance, and closure of service requests.
  • Identify operational deficiencies, engineering defects, maintenance issues, and service failures and initiate appropriate corrective actions.
  • Track corrective actions and follow up with contractors to ensure deficiencies are resolved within required timeframes.
  • Monitor contractor manpower, deployment, supervision, and service delivery across assigned facilities.
  • Conduct quality inspections of soft FM services, including cleaning, janitorial services, catering, waste management, pest control, and associated community services.
  • Audit mass-catering kitchens, food preparation and storage areas, dining facilities, and related operations for compliance with applicable food safety and hygiene requirements.
  • Inspect residential accommodation, washrooms, sanitation facilities, and common areas to ensure appropriate standards of cleanliness, hygiene, and worker welfare.
  • Monitor waste collection, recycling, disposal, and pest management activities across the asset.
  • Provide technical oversight of hard FM services and basic Mechanical, Electrical, and Plumbing (MEP) infrastructure.
  • Monitor planned preventive maintenance and corrective maintenance activities for HVAC, electrical, plumbing, water distribution, lighting, and other building systems.
  • Review maintenance schedules and verify completion of planned maintenance activities against approved requirements.
  • Monitor critical equipment condition, reliability, availability, and recurring maintenance issues.
  • Review asset registers and verify that asset information, maintenance status, and lifecycle records are maintained accurately.
  • Represent City Operations and Asset Management during joint inspections, snagging, commissioning, and handover of new residential blocks and facilities.
  • Identify outstanding defects and operational readiness issues during handover and track them through resolution and closure.
  • Verify that new assets are maintainable, accessible, documented, and operationally ready before acceptance.
  • Review O&M documentation, asset information, warranties, maintenance requirements, and other handover information as required.
  • Track resident maintenance requests, complaints, grievances, and service issues and coordinate with contractors to achieve timely resolution.
  • Escalate recurring or high-risk service failures to senior Asset Management and City Operations leadership.
  • Maintain accurate records of inspections, incidents, service failures, corrective actions, contractor performance, and operational issues.
  • Prepare daily and weekly FM reports, contractor performance assessments, incident logs, KPI/SLA updates, and management summaries.
  • Analyze recurring maintenance and service trends and recommend practical improvements to asset performance and service delivery.
  • Coordinate with Asset Management, City Operations, HSE, Security, Community Management, contractors, residents, and other relevant stakeholders.
  • Support emergency response, business continuity, and incident management activities affecting facilities and residential communities.
  • Promote safe working practices, high service standards, worker welfare, and continuous improvement across FM operations.
  • Perform other responsibilities associated with this position as appropriate.

What Required Skills You'll Bring

  • Diploma or Bachelor's Degree in Facilities Management, Mechanical Engineering, Electrical Engineering, Civil Engineering, Building Services, or a related technical discipline.
  • Minimum 10+ years of facilities management experience, including significant hands-on site supervision and contractor management experience.
  • Strong experience supporting large-scale workforce accommodation, workers' villages, remote camps, high-density residential compounds, or similar operational facilities.
  • Demonstrated experience managing or overseeing Integrated Facilities Management (IFM) service providers.
  • Strong working knowledge of both hard and soft FM services, including:
  • HVAC and mechanical systems
  • Electrical systems
  • Plumbing and water distribution
  • Planned and corrective maintenance
  • Cleaning and janitorial services
  • Catering and food services
  • Waste management
  • Pest control
  • Hygiene and sanitation
  • Experience monitoring contractor performance against contractual SLAs and KPIs.
  • Strong understanding of planned preventive maintenance (PPM), corrective maintenance, work orders, and service request management.
  • Experience conducting facility inspections, identifying defects, and tracking corrective actions through closure.
  • Knowledge of asset management, asset registers, equipment condition monitoring, and lifecycle maintenance principles.
  • Experience supporting facility handover, snagging, commissioning, and operational readiness activities.
  • Understanding of worker welfare, accommodation quality, hygiene, and facility safety requirements.
  • Ability to interpret FM contracts, scopes of work, performance requirements, and service specifications.
  • Strong problem-solving skills and ability to resolve operational issues in a fast-paced environment.
  • Ability to direct and influence contractor workforce teams without direct administrative reporting authority.
  • Strong attention to detail with the ability to identify recurring operational and service quality issues.
  • Strong written and verbal communication skills.
  • Ability to prepare clear operational reports, inspection findings, incident logs, and contractor performance assessments.
  • Ability to work independently and make appropriate operational decisions within assigned authority.
  • Strong stakeholder management and multidisciplinary coordination capabilities.

What Desired Skills You'll Bring

  • Experience supporting Saudi Arabian giga-projects, major master-planned developments, workforce villages, or large residential communities.
  • Experience within City Operations, Asset Management, Facilities Management, Community Operations, or Property Management environments.
  • Professional Facilities Management certification such as CFM, FMP, IWFM, or equivalent is preferred.
  • NEBOSH, IOSH, OSHA, or equivalent HSE qualification is an advantage.
  • Experience using CAFM, CMMS, asset management, or digital inspection platforms.
  • Experience developing and monitoring FM dashboards, SLA/KPI scorecards, contractor performance reports, and service improvement plans.
  • Knowledge of food safety, catering hygiene, sanitation, and high-volume food service operations.
  • Experience managing outsourced hard and soft service providers within complex operational environments.
  • Familiarity with lifecycle planning, asset condition assessments, preventive maintenance optimization, and reliability improvement.
  • Experience reviewing O&M manuals, warranties, asset data, maintenance plans, and handover documentation.
  • Knowledge of emergency response, incident management, and business continuity requirements within residential communities.
  • Experience working within Delivery Partner, PMC, client-side, or major program environments.
  • Strong contractor management, negotiation, and performance improvement capabilities.
  • Ability to analyze operational trends and recommend practical improvements to service quality, asset reliability, and resident experience.
  • Strong commitment to worker welfare, safety, operational excellence, service quality, and continuous improvement.
