Internal Promotional Process

Fire Lieutenant

The Human Resources Department will be establishing a Promotional* Eligible Register for the position of Fire Lieutenant.

All Driver Engineers in the Fire Department with at least two (2) years continuous service as Driver Engineer with the Fire Department in the two (2) years immediately preceding Thursday, August 6, 2026 are eligible to compete for this promotion.

Any Driver Engineer who has had discipline imposed from the Appointing Authority within the past twelve (12) months preceding the date of posting will be automatically disqualified from competition in the promotional process.

Current City of Decatur employees who meet the promotional eligibility criteria above, may request to participate by submitting an online application, and attaching a current resume, with any other applicable supporting documents (transcripts, degrees, etc.) by August 20, 2026. This position is a first-level supervisory position, assigned in any of the following areas; administrative, firefighting, training or emergency medical functions. The position is responsible for demonstrating positive attitude, diligent work ethic and respect during emergency and non-emergency activities. This position carries forward the duties, knowledge and skills associated with the Driver Engineer position.

• Responds to calls and directs the work of personnel until relieved by superior officer.

• Operates fire suppression, emergency response, and emergency medical equipment in response to calls.
• Provides emergency medical care to patients at emergency scenes.
• Completes, or reviews subordinates, all reports for accuracy and completeness; including incident, administrative, disciplinary, injury and accident reports.
• Ensures that all assigned personnel are trained and compliant with standard operating procedures or guidelines; directs personnel in corrective actions as required.
• Implements established company-level training activities; reviews employee training hours and programs; delivers employee training. Leads and participates in station training of subordinates and coordinates the completion of assigned training assigned through the Training Officer or department.
• Inspects, assesses and appropriately uses assigned Personal Protective equipment and uniforms. Ensures subordinate employees wear, clean and maintain assigned PPE correctly.
• Supervises and participates in the maintenance of assigned apparatus, tools, equipment, station, and grounds.
• May conduct facility inspections, in conjunction with the Fire Marshal’s office, to ensure compliance with fire and life safety codes; reviews building plans.
• Performs pre-fire planning activities to recognize and identify hazard associated with commercial or industrial facilities.
• Leads, or directs others, to provide station tours to visitors.
• Participate in Community Risk Reduction activities including; fire prevention education to schools and community groups, installation of smoke alarms or demonstrating department capabilities.
• Manages assigned tool, equipment, and supply inventory.
• Administrative assignments may manage additional budget and purchasing responsibilities for assigned position.
• When assigned as departmental Training Officer, the position will be responsible for the development, delivery, assessment, coordination and implementation of training programs and maintenance of training records. The position will be responsible for budget expenditures related to course attendance, travel, per diem and other related items.
• When assigned, the position may work in the management of department information technology including computers, projectors, MDTs, radios and other associated technology. The position will coordinate with MCECD911 center for problems or issues related to dispatch, radio system, MDT system and or related communications issues.
• When assigned as Logistics Officer, the position is responsible for the maintenance and repair of department buildings, apparatus, tools, and equipment and vehicles as assigned. Responsible for the creation, maintenance, and updating of repair and maintenance records. Responsible for the input, tracking and evaluation of all budget expenditures for related areas.
• Performs related duties.

• Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
• Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with five to seven years’ experience or service.
• Must be proficient in use of computers including Microsoft Office products.
• Possession of a valid driver's license issued by the State of Alabama for the type of vehicle or equipment operated.
• Ability to meet current requirements set forth by the Alabama Fire College and Personnel Standards Commission.
• Possession of and maintenance of current or acquired State of Alabama EMS certification.
• Knowledge of fire prevention, suppression, and investigation standards, practices, strategies, tactics, and apparatus. 
• Knowledge of National Fire Protection Agency (NFPA) standards. 
• Knowledge of Occupational Health and Safety Administration (OSHA) standards. 
• Knowledge of training and certification requirements for department personnel. 
• Knowledge of local, state, and federal fire codes, local ordinances, and departmental rules and regulations. 
• Skill in supervision of personnel under both routine and emergency situations. 
• Skill in decision making and problem solving. 
• Skill in reading maps and blueprints. 
• Skill in the operation and use of fire apparatus and equipment. 
• Skill in the management of data in the records management system, purchasing and finance systems, based on assigned responsibilities. 
• Skill in public relations, interpersonal communications, human resource management, leadership and de-escalation of conflicts. 
• Skill in oral and written communication.
•  Skill in use of computers and software including MS Outlook, Office and PowerPoint.

Paramedic Allowance Eligibility Requirements
A paramedic allowance may be paid to specific eligible fire personnel unless they are in an otherwise non-practicing or inactive paramedic status or under disciplinary action.  Paramedic Allowance eligibly guidelines are as follows: 

• Must hold and maintain an active Paramedic license through the Alabama Department of Public Health (ADPH) and through the National Registry of Emergency Medical Technicians to function as a paramedic. 
• Must complete the required training and educational hours currently set forth by the Alabama Department of Public Health and the National Registry of Emergency Medical Technicians during each licensure period as administered through the Fire Department to properly maintain licensure. 
• Must provide evidence of active licensure in good standing upon request.

Guidelines

• Local, state, and federal laws and regulations; medical protocols; and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. 

Complexity/Scope of Work

• The work consists of varied administrative, supervisory, and technical duties.   Emergency and life-threatening situations contribute to the complexity of the work.
• The purpose of this position is to supervise and participate in the work of assigned department personnel. Successful performance helps ensure the protection of community life and property.

Contacts

• Contacts are typically with co-workers, elected and other local government officials, law enforcement personnel, civic groups, vendors, representatives of private ambulance services, school personnel and students, and the general public.
• Contacts are typically to give or exchange information, resolve problems, provide services, motivate personnel, and educate the public.

Physical Demands/Work Environment

• The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell, sight, touch and hearing. The work is typically performed intermittently sitting, standing, bending, crouching, or stooping.
• The work is typically performed fire or other emergency scenes, or in an office.  The employee may be exposed to machinery with moving parts, irritating chemicals, extreme temperatures, hazardous situations, and inclement weather.  The work requires the use of protective clothing and device.

Supervisory and Management Responsibility

• This position has direct supervision over assigned personnel.
