Position Description:

The Outsourcing Officer, is responsible for implementing and advising on any required enhancements and monitoring the Luxembourg Outsourcing framework, ensuring the ongoing compliance and alignment with regulations and industry best practice.  The Outsourcing Officer will work closely with Operations, Management, Risk, ICT, Legal and Compliance to manage all aspects of the Outsource Program. The individual will work collaboratively across several SEI teams and legal entities globally to ensure Commission de Surveillance du Secteur Financier (CSSF) guidelines and requirements are adhered to and will escalate if issues or concerns arise.

What you will do:

Tasks including:

  • Support the business to deliver on its’ business strategy whilst ensuring compliance with the Outsourcing Program and adhering to all applicable regulatory requirements

  • Analyse regulatory and legislative developments and assess their applicability and impact to the business

  • Responsible for the preparation of outsourcing arrangement materials for submission to the CSSF

  • Responsible for the effective governance around outsourcing

  • Ensure all outsourcing documentation including Terms of Reference, policies, exit plans, training materials, ongoing monitoring, KPIs, risk assessments, criticality assessments and Outsourcing Registers are maintained accurately, timely and to the highest standards

  • Oversee coordination of initial and ongoing (periodic) oversight and due diligence of critical or important outsourced service provides, as required as part of the wider business outsourcing framework

  • Coordination of take back/resilience testing

  • Regular assessment of operational and concentration risk associated with outsourcing arrangements

  • Communication with stakeholders at all levels to manage regulatory compliance and risk including advice to the board of directors, external and/or group stakeholders, and senior management

  • Maintain high client service standards to achieve complete client reference ability.

What you will bring to the table:

  • Significant fund operations background with in-depth knowledge of Outsourcing in the Financial Services industry.

  • 10+ years’ experience,

  • Detailed knowledge and implementation outsourcing regulations (Specifically Circulars 22/806, 22/811, 18/697).

  • Proven track record of managing multiple outsourced service providers and offshore client service centres (preferable) 

  • Excellent communication skills (oral and written)

  • Ability to implement and evaluate strategies for improving outsourcing arrangements

  • Demonstrable relationship building skills both internally and externally and across all levels

  • Solutions focused with strong attention to detail
