The Manager, New St. Paul’s Hospital (NSP) Parking Operations supports the development, implementation, maintenance, and evaluation of parking administration policies, procedures, standards, and programs. The position provides technical expertise and recommendations related to parking operations, capital projects, technology solutions, contracts, leases, and transportation initiatives. Acting as a key liaison with Health Authority partners, external agencies, and contractors, the Manager ensures services are delivered in alignment with organizational objectives, contractual requirements, and established standards.
The Manager, New St. Paul’s Hospital (NSP) Parking Operations supports the development, implementation, maintenance, and evaluation of parking administration policies, procedures, standards, and programs. The position provides technical expertise and recommendations related to parking operations, capital projects, technology solutions, contracts, leases, and transportation initiatives. Acting as a key liaison with Health Authority partners, external agencies, and contractors, the Manager ensures services are delivered in alignment with organizational objectives, contractual requirements, and established standards.
Key Responsibilities
Parking Operations Management
- Oversees the daily operation of parking services programs for both the decanting of the old St. Paul’s Hospital Parkade and commissioning of the New St. Paul’s Hospital facilities.
- Ensures compliance with service standards, contractual obligations, and organizational policies.
- Identifies operational issues and implements corrective actions or escalates concerns as appropriate.
- Manages parking service delivery to support patients, staff, physicians, visitors, and other stakeholders.
Program Development and Administration
- Participates in the design, implementation, maintenance, and evaluation of parking administration programs, policies, and procedures.
- Supports the administration of patient parking programs, including free parking validation programs for eligible patient groups.
- Conducts research, benchmarking, and analysis to identify opportunities for continuous improvement.
- Provides recommendations regarding parking strategies, operational efficiencies, and service enhancements.
Contract and Vendor Management
- Administers parking-related contracts, leases, operating agreements, and partnership agreements within established limits and authorities.
- Monitors contractor performance against established key performance indicators (KPIs).
- Works collaboratively with both contracted parking service providers and Health Authorities to ensure service expectations and operational objectives are achieved.
- Recommends contract amendments, renewals, or terminations where required.
Capital Planning and Project Management
- Supports functional planning and operational assessments of new and existing parking facilities.
- Participates in feasibility studies, due diligence reviews, and facility planning processes.
- Manages project implementation and commissioning activities for parking-related capital projects.
- Provides operational expertise regarding parking facility construction, renovation, and expansion projects.
Technology and Innovation
- Reviews and analyzes operational requirements to support the deployment and maintenance of parking technologies and software solutions.
- Provides recommendations regarding system enhancements, automation opportunities, and innovative parking management tools.
- Assists with implementation of technology solutions and supporting documentation.
- Ensures appropriate financial controls and reporting mechanisms are maintained.
- Financial Management
- Conducts operational and financial analyses to support parking operations and capital projects.
- Develops budget estimates and provides input into annual operating and capital budgets.
- Monitors expenditures and investigates variances.
- Authorizes operational expenditures within approved limits.
- Maintains financial controls related to parking revenue collection, processing, reporting, and reconciliation.
- Produces operational statistics, financial reports, and performance data for management review.
Leadership and Staff Coordination
- Provides day-to-day leadership, guidance, and work direction to designated staff.
- Monitors workload distribution and operational priorities.
- Conducts performance evaluations and supports employee development.
- Promotes a culture of collaboration, accountability, and service excellence.
Stakeholder Relations and Consultation
- Acts as a liaison between PACS, PHC and Health Authority leaders, administrators, managers, and operational partners.
- Represents PACS and PHC on committees, working groups, and external stakeholder meetings.
- Collaborates with municipal authorities, vendors, consultants, and external agencies regarding parking and transportation-related matters.
- Escalates significant issues as appropriate.
Ministry of Health Coordination
- Manages the collection, consolidation, and reporting of parking-related information for Ministry of Health requirements.
- Liaises with Health Authorities across the province to obtain required data and information.
- Prepares reports and supporting documentation for management review and submission.
Transportation Demand Management (TDM)
- The PHC TDM program is administered independently from PACS.
- Support for the PHC TDM program may include:
- Conducts research and analysis related to transportation demand management initiatives.
- Develops recommendations to increase transportation efficiency and support sustainable commuting options.
- Assists with implementation and evaluation of transportation initiatives, including transit incentives, carpooling programs, and alternative transportation strategies.
- Monitors outcomes and prepares reports on program effectiveness.

Skills, Knowledge, Expertise and Requirenments
- Diploma in Business Administration, Technology, or a related discipline.
- Five (5) years of recent related experience in parking operations, transportation demand management, or related services within a large institutional, campus, healthcare, or complex multi-site environment.
- Including one (1) year of supervisory, leadership, or management experience.
- Knowledge of parking operations, parking administration, and transportation demand management.
- Experience with parking management systems, databases, and technology solutions.
- Knowledge of applicable provincial and municipal legislation, regulations, and standards related to parking operations and transportation.
- Must have a valid driver’s license
- Must successfully pass a background check, in accordance with company policy and applicable laws
- Must be authorized to work in the Canada and able to provide documentation verifying eligibility, as required by law
