Job Summary

The Clean Water division of Clark County Public Works is currently seeking a Program Coordinator I to lead administration of the Clean Water Fee, which is the primary source of funding for the Clean Water Division’s programs. This fee pays for infrastructure and services to manage and treat stormwater in Clark County to protect rivers, lakes, and streams from pollution. Clean Water Fees are collected through annual property tax statements.

The Program Coordinator I will serve as the main point of contact for all Clean Water Fee customer service activities, working closely with staff in Public Works’ Business Services and Community Engagement Divisions. Customer service responsibilities include but are not limited to responding to phone calls, voicemails, and emails, updating the website, writing news releases, developing printed materials and fact sheets, preparing reports and presentations, and coordinating public outreach events.

This position will also serve as the lead for the Clean Water Fee dispute and appeal process when property owners request a review and change to their Clean Water Fees. This effort includes documenting the decision criteria for each appeal, conducting research, coordinating with Clark County staff subject matter experts in different departments, communicating with property owners, and conducting site visits as needed.

The Clean Water Fee Program Coordinator will also support development and administration of incentive programs for property owners to request a reduction in the Clean Water Fees when implementing specific activities on their property. Other responsibilities include working to resolve delinquent billings of the Clean Water Fee and reviewing and updating Clean Water Fee code, policy, and procedures as needed.

This position is non-represented and offers a flexible, hybrid work schedule. To accept the position, you must live in Oregon or Washington within a commutable distance to Vancouver, Washington.

Qualifications

Program Coordinator I positions coordinate various components of a single, well defined County program or work may involve more than one program, with a focus on a specific aspect, e.g. research and evaluation of programs for which a higher-level coordinator or manager is responsible. Participate in the development of policies, procedures and goals; assist in evaluating and establishing staffing and budget needs; organizing support or technical personnel; assist with evaluating program/project effectiveness and recommends a course of action. Specific duties vary based on department of assignment and level of responsibilities.

Education and Experience:

Degree or equivalent experience relative to the assignment.

Knowledge of:  The principles and practices of program management, including planning, scheduling, monitoring, and problem solving; methods and procedures of budget development and justification; application and interpretation of County, state and federal laws and regulations relevant to the program area; analysis and evaluation of policies, procedures, public information, and service delivery issues; local and state lawmaking processes; research methods and techniques; trends and practices within the specialized area; and personal computer applications and usage.

Ability to: Effectively recommend, coordinate, plan, and delegate program components; carry out policy directives of the governing authority in an effective and timely manner; write clear and concise reports, memoranda, and letters; analyze problems, identify alternative solutions, project consequences of proposed actions, and formulate recommendations; utilize various PC applications; interpret and explain policies, procedures, laws, and regulations; establish and maintain effective working relationships. 

Other Special Requirements: Some positions require a valid driver’s license and a successful criminal background check as required by law.

Selection Process:

It is general policy of the County that new employees should be hired at the lower steps of the applicable range and advance through the range at the normal progression.

Examples of Duties

Key tasks and responsibilities include but are not limited to: 

  • Strong project management skills including the ability to track, delegate, and resolve issues working closely with subject matter experts and decision-makers.   

  • Providing customer service to Clean Water Fee ratepayers both verbally and in writing.  

  • Developing and coordinating public outreach materials. 

  • Completing research on individual properties and communicating directly with ratepayers. 

  • Evaluating criteria to determine if individual properties are eligible for Clean Water Fee reduction.

  • Experience writing and presenting technical information to diverse audiences. 

  • Working closely and collaboratively with staff in other Divisions and Department. 

  • Updating County code, policies, and procedures. 

Preferred experience includes: 

  • Experience implementing rate-based utility programs.  

  • Experience developing, managing, and implementing incentives, credit, or rebate programs.  

  • Experience with a Geographic Information System (GIS) application to view and research geospatial data. 

  • Comfort conducting site visits to properties on an as needed basis. 

  • Ability to work effectively with multiple people to identify and implement solutions to complex challenges.  

  • Strong communication and relationship-building skills.

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
