Description

Under general direction, the CIP Project Manager plans, coordinates, and manages municipal infrastructure projects involving water, wastewater, drainage, transportation, and parks. The position oversees assigned projects through planning, design, procurement, construction, closeout, and warranty to ensure completion within approved scope, schedule, and budget and in accordance with City standards, contract requirements, and applicable regulations. The position coordinates consultants, contractors, regulatory agencies, utility providers, property owners, and City departments to support the effective delivery of the City’s capital improvement program.The following duties are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related, or logically assigned to the position.
  • Manage assigned water, wastewater, drainage, transportation, park, and other infrastructure projects from initial planning through design, procurement, construction, closeout, and warranty to ensure projects meet established scope, schedule, budget, quality, and operational objectives. 
  • Develop and maintain project scopes, schedules, budgets, cost estimates, work plans, milestones, and performance measures to support effective planning, resource allocation, and timely project completion. 
  • Coordinate and monitor the work of engineers, architects, consultants, contractors, inspectors, and other professional service providers to evaluate performance, resolve project issues, and ensure compliance with contracts, plans, specifications, and City requirements. 
  • Review plans, specifications, engineering reports, cost estimates, bid documents, submittals, pay applications, change-order requests, and other technical or contractual documents to verify accuracy, completeness, constructability, and compliance with project requirements. 
  • Conduct and facilitate design-review, pre-bid, bid-opening, preconstruction, construction-progress, stakeholder, and closeout meetings to communicate expectations, document decisions, resolve concerns, and maintain coordination among project participants. 
  • Coordinate with Purchasing and other City departments to prepare procurement documents, evaluate proposals and qualifications, select professional service providers and contractors, and develop contracts, purchase orders, amendments, and change orders to obtain required services in accordance with applicable requirements and protect the City’s interests. 
  • Monitor project expenditures, encumbrances, invoices, pay applications, funding balances, and financial reports and track funding sources, including utility funds, bond proceeds, grants, and interlocal funding, to maintain accurate project accounting and ensure expenses remain authorized and properly allocated. 
  • Review projects for compliance with City development and design standards, approved plans and specifications, accessibility and safety requirements, and applicable local, state, and federal laws and regulations to support safe, compliant, and sustainable infrastructure. 
  • Coordinate permits, approvals, utility relocations, rights-of-way, easements, environmental requirements, and other project needs with governmental agencies, utility providers, railroad representatives, private property owners, and other external parties to prevent delays and maintain project continuity. 
  • Evaluate project data, field conditions, design alternatives, construction methods, cost impacts, schedule constraints, and operational needs to identify risks and recommend practical and cost-effective solutions. 
  • Conduct site visits and field observations to monitor construction progress, evaluate reported conditions, assist with resolving field conflicts, and verify that work generally conforms to approved plans, specifications, and contract requirements. 
  • Review completed work, punch-list items, record drawings, warranties, operation and maintenance manuals, releases, and other closeout materials to document project completion and support final acceptance, asset turnover, and continued maintenance. 
  • Maintain complete project records using project-management, financial, document-management, geographic information system, and other applicable technology to preserve an accurate project history, improve coordination, support reporting, and satisfy records-retention, audit, and funding requirements. 
  • Prepare and present project updates, technical information, recommendations, status reports, and agenda materials to City management, boards and commissions, City Council, community members, and other stakeholders to support informed decision-making and public transparency. 
  • Respond to project-related questions and concerns from residents, businesses, property owners, contractors, consultants, and other stakeholders to provide accurate information, resolve issues, and promote understanding of City projects. 
  • Collaborate with Development Services, Capital Projects, Finance, Parks and Recreation, Public Works, and other City departments to coordinate project requirements, minimize operational conflicts, and advance organizational priorities. 
  • Perform other related duties as assigned.
Education & Experience:
  • Bachelor’s degree from an accredited college or university in civil engineering, construction management, project management, architecture, public administration, or a closely related field; and 
  • Three years of progressively responsible experience in civil engineering, utility infrastructure, municipal capital projects, construction management, construction inspection, or project management. 
An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.
Licenses and Certifications:
  • Must possess a valid driver’s license and obtain a valid Texas driver’s license within 90 days of employment. 
  • Project Management Professional certification is desirable but not required.
Knowledge of:
  • Project-management principles and practices, including scoping, scheduling, budgeting, cost estimating, quality control, risk management, resource management, and project closeout. 
  • Planning, design, construction, maintenance, and rehabilitation of municipal water, wastewater, drainage, and related infrastructure systems. 
  • Engineering, architectural, and construction principles, practices, terminology, plans, specifications, and estimating methods. 
  • Construction contracting and administration, including procurement, professional service agreements, bids, submittals, pay applications, change orders, claims, warranties, and contractor performance. 
  • Municipal procurement requirements and alternative project-delivery methods, including competitive sealed proposals and construction manager-at-risk. 
  • Capital improvement planning, project accounting, bond and grant funding, and applicable financial and reporting requirements. 
  • Laws, codes, standards, permitting processes, and regulatory requirements applicable to municipal infrastructure projects, including accessibility and safety requirements. 
  • Right-of-way, easement, utility-coordination, record management, and interagency processes affecting public infrastructure projects.
Skill in:
  • Planning, organizing, and managing multiple projects with competing deadlines, priorities, funding sources, and stakeholders. 
  • Reviewing and interpreting engineering plans, technical reports, specifications, contracts, cost estimates, schedules, and regulatory requirements. 
  • Evaluating project risks, field conditions, design alternatives, construction methods, change requests, and contract documents. 
  • Monitoring project budgets, expenditures, schedules, deliverables, and consultant and contractor performance. 
  • Facilitating meetings, resolving conflicts, negotiating project issues, and developing consensus among individuals with differing interests. 
  • Preparing clear and accurate correspondence, reports, procurement documents, agenda materials, meeting documentation, and public presentations. 
  • Using project-management, financial, spreadsheet, document-management, presentation, and other job-related software and technology. 
Ability to:
  • Apply City standards, contract provisions, technical requirements, and applicable laws and regulations consistently and appropriately. 
  • Analyze complex technical, operational, contractual, and financial information and develop practical, supportable recommendations. 
  • Communicate technical and project-related information clearly to City officials, employees, consultants, contractors, regulatory agencies, property owners, and members of the public. 
  • Establish and maintain effective working relationships with City departments, consultants, contractors, governmental agencies, utility providers, property owners, community groups, and the general public. 
  • Exercise sound judgment, initiative, tact, diplomacy, and discretion when addressing sensitive, complex, or disputed project matters. 
  • Work independently, prioritize assignments, maintain accurate records, and follow projects and commitments through completion. 
  • Provide professional and responsive customer service in all interactions. 
  • Safely perform work in office and field environments.
