We have a special commitment to the uninsured, low-income, and medically underserved. As a Federally Qualified Health Center (FQHC), we are a safety net provider. To support our mission, FHS offers four conveniently located clinics in Fairfield, Vacaville, and Vallejo and mobile medical and dental vans in which we provide primary care and dental services. The outpatient primary care clinics see patients five days a week, with some weekend and evening hours offered.

THE POSITION
The Clinical Operations Officer provides executive leadership for Solano County’s Federally Qualified Health Center (FQHC) system within the Health and Social Services Department, with responsibility for health center operations and performance, strategic planning, patient access and service delivery, financial stewardship, regulatory compliance, quality improvement, workforce leadership, and organizational effectiveness. The successful candidate will be a visible, collaborative, and accountable leader who sets clear expectations, builds trust and engagement, develops managers and staff, strengthens provider and workforce accountability, and leads operational change with strong follow-through and a focus on measurable results.
This position requires the ability to balance service quality, patient access, workforce capacity, fiscal responsibility, and regulatory requirements while building productive partnerships with providers, staff, County leadership, and community stakeholders. As the designated Health Resources and Services Administration (HRSA) Project Director/CEO, the incumbent works with the Community Health Board on Health Center Program governance matters while remaining a Solano County employee operating within the County’s administrative and personnel structure. As a public agency health center operating under a co-applicant governance structure, Solano County and the Community Health Board carry out their respective Health Center Program responsibilities, with the Board exercising the governance authorities required by HRSA, including oversight of the Project Director/CEO, budget and applications, services and hours of operation, strategic planning, financial and quality performance, and achievement of Health Center Program objectives.
IDEAL CANDIDATE
The ideal candidate is an experienced healthcare executive who can provide strong operational leadership while improving the overall performance of the County’s Federally Qualified Health Center.
Key attributes include:
- Financial sustainability: Demonstrated ability to improve encounter volume, revenue, billing, coding, collections, cost control, and overall clinic financial performance.
- Scheduling and access: Experience optimizing provider schedules, reducing unused appointment capacity, addressing coverage gaps, improving no-show performance, and aligning staffing with patient demand.
- Quality improvement: Strong background in quality metrics, corrective action plans, performance monitoring, patient grievances, and continuous improvement.
- Regulatory compliance: Experience with Health Resources and Services Administration audit requirements, licensing, credentialing, and other federal, state, and local healthcare requirements.
- Public-sector leadership: Ability to navigate County processes involving Human Resources, Labor Relations, Fiscal, County Counsel, contracting, and executive approvals.
- Management accountability: Willingness to set clear expectations, monitor results, follow up on commitments, and take corrective action when performance is off track.
- Staff morale and culture: A respectful, visible leader who builds trust, supports managers, addresses conflict constructively, and creates an environment where staff can raise concerns safely.
- Executive communication: Proactively communicates significant fiscal, operational, personnel, quality, and compliance risks to County leadership and the Community Health Board.
- Strategic leadership: Able to balance patient access, quality, workforce needs, regulatory obligations, and financial viability while keeping the organization focused on measurable results.
The strongest candidate will bring both operational discipline and executive judgment, with a track record of turning underperforming clinic systems into stable, accountable, and financially sustainable operations.
POSITION REQUIREMENTS
Education: Bachelor’s degree in Healthcare Administration, Public Administration, Business Administration or equivalent field from an accredited college or university.
Master's Degree in Healthcare Administration, Public Administration, Business Administration or equivalent field from an accredited college or university preferred.
AND
Experience: Five years of progressively responsible professional administrative, management and supervisory experience in a healthcare organization or healthcare services agency.
LICENSING, CERTIFICATION AND REGISTRATION REQUIREMENTS:
Applicants are required to possess a valid California Driver’s License, Class C.
