About the Positions

We’re seeking Construction Inspectors of various skill levels to support large, complex transit capital programs, including light rail and bus corridors, stations, tunnels, elevated guideway, trackwork, and rail systems, delivered through both traditional and alternative delivery methods. These roles verify that installed work conforms to the contract documents, submittals, requests for information, and applicable codes and design standards, and produce the daily field record that the project relies on when quantities, changes, and claims are settled. We hire across the core inspection disciplines, including civil and structural, building, electrical, mechanical, utility, and roofing inspection, as well as safety and security representatives.

Note: We are seeking candidates of various skill levels, and the following responsibilities represent the core of these roles. Scope and complexity increase with experience level.

  • Inspect construction activities for conformance with the contract documents, submittals, requests for information, approved shop drawings, and applicable codes and design standards.
  • Prepare accurate and legible daily inspection reports covering contractor labor, equipment, materials, quantities installed, weather, delays, safety observations, and work locations.
  • Identify nonconforming work and report it to the resident engineer and the inspection quality assurance lead at the moment it is observed, and document it in the daily report.
  • Verify materials on delivery against submittals, certifications, mix designs, and delivery tickets, and confirm proper storage and handling.
  • Witness and document field sampling and materials testing, and track results, deficiencies, and retests through closure.
  • Measure and record pay quantities supporting progress payments, and photograph and log field conditions to support quantity verification and change review.
  • Monitor contractor compliance with approved traffic control, work zone safety, environmental, and erosion and sediment control requirements.
  • Coordinate daily inspection coverage with the resident engineer and the owner’s construction management staff against the approved staffing plan.
  • Support survey verification, punch list development, substantial completion walkthroughs, and closeout documentation.
  • Coordinate with contractor personnel, design teams, utility owners, and third-party stakeholders during active construction operations.

Minimum Qualifications

  • Bachelor’s degree in construction management, engineering technology, civil engineering, or construction engineering, or related field, or equivalent combination of education and experience.
  • 5+ years of construction inspection experience for large (>$500M), complex, heavy-civil infrastructure projects.
  • Inspection experience in at least one core discipline: civil and structural, building, electrical, mechanical, utility, or roofing inspection, or documented service as a safety and security representative.
  • Experience preparing daily inspection reports, quantity records, and nonconformance documentation on publicly funded projects.
  • Ability to read and interpret construction drawings, specifications, submittals, and shop drawings, and working knowledge of submittal and request for information processes.
  • Ability to pass a background check and complete the site safety orientation required before performing work on the project site.
  • Experience with industry standard electronic field reporting and construction management software (e.g., Unifier, Kahua, e-Builder, Procore, Bluebeam, etc.).
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, PowerPoint, etc.).

Preferred Qualifications

  • Master’s degree in construction management, engineering technology, or civil engineering.
  • Active professional certifications such as WABO Special Inspector, ICC certifications, ACI Concrete Field Testing Technician Grade I (ACI), CWI (AWS), NICET, WAQTC or state DOT qualifications, OSHA 30-Hour Construction (OSHA), first aid and CPR, and/or traffic control flagger.
  • Inspection experience on light rail, commuter rail, or bus rapid transit capital programs.
  • Experience inspecting multiple disciplines on the same program.
  • Experience inspecting within an active rail or transit operating environment.
  • Familiarity with Washington State public works documentation and prevailing wage requirements.
  • Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.

Compensation Details

Expected Salary: $75k-$135k/year ($36-$65/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level and years of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
