Responsibilities

Millennium Corporation is hiring a Persistent Cyber Operations & Cyber OPFOR Integration Specialist to work in a hybrid capacity from Carlisle, PA. The candidate must have an active TS/SCI Clearance.

 

The Persistent Cyber Operations (PCO) & Cyber OPFOR Integration Specialist provides operational planning, coordination, campaign management, and cyber adversary integration support to the Cyberspace Assessment Program (CAP). The position supports the planning and execution of persistent cyber operations and CAP assessments conducted in conjunction with Combatant Commands, Services, and other supported organizations.

 

The position serves as a key integration point between persistent cyber operations, assessment planning, and Cyber Opposing Force (OPFOR) activities. Responsibilities include coordinating ongoing PCO campaigns, supporting operational synchronization forums, developing future campaign plans, representing CAP during exercise and assessment planning activities, and enhancing realistic cyber adversary portrayal during CAP assessments.

 

Key Duties - 

• Support the planning, coordination, and day-to-day management of Persistent Cyber Operations campaigns and associated operational activities.
• Coordinate and support recurring PCO synchronization meetings, operational planning sessions, and Operations Control Cell (OCC) activities.
• Maintain visibility of ongoing PCO campaigns, operational requirements, milestones, dependencies, risks, and mission status.
• Develop and maintain future PCO campaign plans in coordination with CAP leadership, operational teams, and supported organizations.
• Assist with translating strategic and operational objectives into executable cyber campaign activities and assessment requirements.
• Serve as a CAP Cyber OPFOR Fusion Lead (COFL), integrating realistic adversary activity into CAP assessments and exercises.
• Represent CAP at exercise and assessment planning conferences, working groups, synchronization meetings, and other planning events supporting Combatant Commands, Services, and other mission partners.
• Support the planning and execution of major exercises and assessments, with particular emphasis on complex, large-scale events involving multiple organizations and mission areas.
• Coordinate with assessment teams, cyber operators, planners, intelligence personnel, and supported organizations to ensure adversary activities are synchronized with assessment objectives and operational scenarios.
• Develop and recommend improved methodologies for portraying realistic cyber adversary tactics, techniques, procedures, capabilities, and operational behaviors during assessments.
• Participate in Mission Assurance and related working groups to improve integration of cyber threats and adversary activity into assessment methodologies.
• Identify opportunities to improve coordination and information sharing between PCO, Cyber OPFOR, assessment teams, and supported organizations.
• Augment Integrated Assessment Teams (IATs) and other CAP mission elements when specialized operational, planning, or cyber expertise is required.
• Support development of assessment documentation, operational products, briefings, after-action materials, lessons learned, and recommendations as required.
• Perform additional mission-related duties in support of CAP operational and assessment requirements as directed by program leadership.

Qualifications

• Candidate must have an active TS/SCI Clearance
• Bachelor's degree with 4 years of relevant experience or Associate's degree with 8 years of relevant experience
• Experience supporting a CCMD cyber staff or J-code organization.
• Experience with operational test and evaluation, cybersecurity assessments, or mission assurance assessments.
• Experience supporting deployed operational teams in complex DoD environments.

Business Development

Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews.

Physical Requirements

• Must be comfortable with prolonged periods of sitting at a desk and working on a computer.
• Must be able to lift up to 10-15 pounds at a time.

Travel Requirements

15-30%

COMPENSATION:

$185,000 - $200,000

 

The salary range provided for this position is intended as a general guideline and does not guarantee a specific salary or compensation amount. Final compensation will be determined based on a variety of factors, including, relevant education, experience, knowledge, skills, and abilities
