Description
The Program Manager provides operational support to the Senior Program Manager, assisting with community outreach, application processing, providing eligibility compliance support, and subrecipient technical assistance.
HIRING SALARY RANGE $76,315 - $99,964 (Estimated Annual Salary)

Leads and directs Program Specialists and Temps through selection, orientation, training, performance management, and discipline according to standard operating procedures and County policy.
Maintains an understanding of the Urban Entitlement Grant and other departmental grant programs.
Provides technical assistance to promote sub-recipient/nonprofit performance competency and compliance with the regulations and policies of the applicable grant program. |
Performs community outreach, marketing, and public relations functions. |
Reviews sub-recipient/nonprofit eligibility procedures and documentation to ensure compliance with all grant requirements. |
Manages the day-to-day operations of activities associated with coordinating, managing, monitoring, evaluating, and administering designated program/project services in the Urban Entitlement Grant and departmental grant programs; and initiates operational changes necessary to attain program goals and objectives of the grant program. |
Reviews and approves sub-recipient/nonprofit program expenditures and ensures that expenditures are in accordance with regulatory allowability. |
Maintains accurate and current program records across all relevant data systems, including Neighborly (the software used to track grant applications) and other departmental databases as required. |
Assists the Senior Program Manager in preparing grant solicitation materials, reviewing submitted applications for completeness and eligibility, and compiling documentation for funding recommendations. |
Serves as a point of contact for subrecipients on routine day-to-day inquiries, escalating complex compliance or programmatic issues to the Senior Program Manager as appropriate. |
Assists in coordinating subrecipient requests, including reimbursement documentation review, contract amendment processing, budget modifications, and grant closeout activities. Performs other duties or assumes other responsibilities as apparent or assigned. |
- A minimum of five (5) years or more of successful experience in federal grant management, program development, or federally funded housing programs.
- Bachelor’s Degree in a related field.
- Master of Public Administration preferred.
- Supervisory experience preferred.
- Must possess a valid SC Driver's license (or obtain within three (3) months of hire) and meet the County's motor vehicle policy requirements.
