Summary: Under general supervision of the HR Manager, or designee, the HRIS Data Analyst supports all systems. The incumbent maintains and audits employee data, assists with HR workflows, and generates reports to support decision making. The HRIS Data Analyst collaborates with staff to ensure accurate execution of employee lifecycle activities, while also supporting system configuration, testing, and process improvements. Acting as both a data steward and HR technology resource, the role helps drive efficiency, compliance, and user adoption across HR operations.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Essential Job Functions:
  • Maintains and updates employee records in the Human Resources Information System (HRIS). 
  • Supports system workflows and ensures compliance with policies and procedures. 
  • Responds to routine inquiries regarding employee data and participates in projects that impact HR data and systems. 
  • Generates standard and ad-hoc reports as needed.
  • Analyzes workforce data and trends.
  • Configures and tests HRIS modules.
  • Monitors data integrity and audits to ensure accuracy and provides first-line support to staff and managers on HRIS use.
  • Documents processes, procedures, and training materials for HRIS functions.
  • Participates in testing new features, patches, and releases and coordinates with IT and vendors to resolve system issues.
  • Supports onboarding and offboarding tasks related to HRIS.
  • Assists with HRIS projects including system upgrades, process improvements, and compliance initiatives.
 
Other Important Duties:
  • Assists HR with special projects and employee lifecycle activities.
  • Ensures confidentiality and compliance with data privacy standards.
  • Participates in departmental initiatives to improve processes and system use.
  • Assists in developing training tools and process manuals for staff.
  • Attends vendor conferences, training, and technology workshops.
  • Performs other related duties as assigned.
Knowledge, Skills, and Abilities:
  • Working knowledge of HRIS such as UKG Pro.
  • Knowledge of HR processes across recruitment, onboarding, benefits, and performance
  • Knowledge of compliance requirements (ACA, ADA, EEO, FLSA, FMLA).
  • Knowledge and proficiency in Microsoft Office (Excel, Word, PowerPoint).
  • Skill in attention to detail and commitment to data accuracy.
  • Skill in preparing and executing test cases for system changes.
  • Skill in effective communication, both verbally and in writing and explaining technical concepts to non- users.
  • Skill in problem solving and troubleshooting system and data issues.
  • Ability to analyze and interpret HR data for reporting and decision-making.
  • Ability to document workflows and translate business needs into system requirements.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to collaborate across all departments.
  • Ability to adapt quickly to new software features and enhancements.
 
Education, Experience, and Certifications/Licenses:
  • Associates degree in business administration or computer information systems or related degree and two (2) years of HRIS or HR systems related experience, or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
  • Preference given to applicants with Human Resources experience.
  • Experience with HRIS installations, setup and management preferred.
  • Experience supporting HR projects preferred in a municipal environment
  • Must pass a pre-employment drug screen, criminal background check and MVR check.
  • Must possess a valid State of Texas Driver’s license.
Environmental Factors and Conditions:
  • Work is performed in an office environment.
  • May be subject to occasional bending, reaching, kneeling, and lifting when installing or inspecting integrated hardware and software with other City departments.

    • Mental Acuity – ability to make rational decisions through sound logic, deductive reasoning. 
    • Repetitive Motion – substantial movements of wrists, hands, fingers. 
    • Speaking – expressing ideas with spoken word, convey detailed, important instructions accurately, concisely. 
    • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back. 
    • Talking 1 – expressing ideas by spoken word.
    • Visual Acuity 1 – prepare, analyze data, transcribing, computer terminal, extensive reading.
    • Visual Acuity 3 – determine accuracy, neatness, observe facilities/structures.
    • Walking – on foot to accomplish tasks, long distances, or site to site.

Work Environment:
  • Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
