Description

Performs administrative and technical work serving as clerk to the Town Board, maintaining and ensuring safety of official public records, preparing agendas, and maintaining the official minutes of meetings. Work is performed under the limited supervision of the Town Manager.

Full salary range is $77,269.35 to $115,904.02 

Anticipated first review of applications will be on September 18, 2026.  The following duties are those considered most essential to the position. This does not preclude the delegation of other duties considered as necessary by management to successfully complete an assignment or project.
  • Serves as official custodian of all public records including the Town Code, ordinances, resolutions, contracts, agreements, and minute books.
  • Attends Board of Commissioners meetings and necessary committee meetings of the Board.
  • Prepares agendas and related materials, proclamations, resolutions, and public announcements.
  • Processes all ordinances, resolutions, and other actions of the Board.
  • Prepares and records minutes for official meetings.
  • Serves as custodian of the Town seal and all legal documents for the town. 
  • Maintains the calendar for the Board and the Code of Ordinances and coordinates code updates with software vendor.
  • Manages Board committee member application and appointment process.
  • Performs administrative duties for the Town Manager, Mayor, and Board members, as directed.
  • Researches and compiles information as requested by the Board or Town Manager; performs special project work as requested; handles confidential information.
  • Prepares, composes, and types correspondence, letters, memorandums, and other directives for the Town Manager and other Town officials.
  • Maintains vehicle records including titles and other information as needed.
  • Coordinates all Board meetings, including special meetings, work sessions, and Board retreats including administration of any Board travel arrangements and reimbursements.  
  • Maintains centralized collection of Town policies and administers electronic records retention per state standards.  
  • Performs other duties as assigned.
Knowledge of the functions and organization of the municipal government; knowledge and ability to interpret and apply local, state and federal laws impacting the organization, including Town’s Charter and Code, North Carolina General Statutes, Open Meeting laws, and local ordinances governing the responsibilities of Town Clerks; knowledge of rules of order as related to public hearings; knowledge of and ability to use/follow standard office procedures, practices, software, and equipment; ability to perform and organize work independently; ability to research and prepare reports; ability to express ideas effectively both verbally and in writing; ability to participate in professional organizations including the NC Clerk association, listserv and annual meetings; ability to maintain confidentiality of records and meetings; ability to establish and maintain effective working relationships with town officials, associates and the general public.

Associate’s degree and 5 to 7 years of experience in local government. Or a combination of training and experience that provides the required knowledge, abilities, and skills to complete the essential functions and job responsibilities of this position. Bachelor’s degree in a related field preferred.

Possession of an appropriate driver's license valid in the State of North Carolina. Possession of or ability to obtain Notary Public certification. Possession of or ability to obtain certification by the Institute of Government as a Certified Municipal Clerk within three years of employment.This position’s physical requirements involve sedentary work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities may be required: fingering, hearing, mental acuity, repetitive motion, speaking, talking, and/or visual acuity. 

Work has no exposure to environmental conditions. Work is generally in a moderately noisy location (e.g. business office with computer printers, light traffic).
