EXAMINATION IS ANNOUNCED TO ESTABLSIH AN EMPLOYMENT LIST TO FILL ONE (1) CURRENT WEST JEFFERSON VACANCY IN THE DEPARTMENT OF EMERGENCY MANAGEMENT AND FUTURE VACANCIES AT THEY OCCUR.

The purpose of this position is to oversee a programmatic portfolio that may include one or more of the following areas: Training and Exercise; Continuity; Operations; Logistics; Alert/Warning; Planning; Continuous Improvement, Grant Management.  This position leads senior level special projects as assigned; special projects may span multiple emergency management programmatic areas and require coordination with emergency management staff and external stakeholders.  Employee reviews and improves emergency management plans and procedures, developing new SOPs as needed so teams have clear, usable guidance when emergencies or operational needs arise.  Supports capability development across preparedness activities (planning, organizing, equipping, training, and exercising) to implement the Emergency Operations Plan and Emergency Management Strategic goals.  Collaborates with parish departments and private/public agencies with emergency roles to develop practical, coordinated multiagency planning approaches.  Coordinates and functions within the Incident Command System during emergency and non-emergency incidents including but not limited to major emergencies, disasters, training exercises, and special events by leading key activities such as facilitating action planning, preparations.  Perform other related duties as assigned.  This position is also an essential, emergency duty status worker and may not be relieved of duty when the Parish President or their designee recommends a voluntary or mandatory evacuation of Jefferson Parish. Position requires driving of a Parish vehicle, thus possession of a valid driver’s license and acceptable driving record will be given preference.

Candidates must meet ONE of the following options:
I. Current employment and permanent civil service status in the class of Emergency Management Coordinator II or EMS Compliance Program Specialist, with at least five (5) years of experience in that capacity.
OR
II. Possession of an accredited Bachelor's degree in Emergency Management, Fire Science, Atmospheric Science/Meteorology, Homeland Security, or a related field; PLUS, at least five (5) years of experience working in an emergency management capacity (such as a disaster planner, EM educator…etc.).

PREFERRED: Active certification as an Associate Emergency Manager (AEM), Louisiana Emergency Manager (LEM), or Certified Emergency Manager (CEM).(ENTRANCE AND PROMOTIONAL)

The examination may consist of a written test, a rating of training and experience, an oral panel interview or any combination thereof. Acceptable applicants will be notified of the time, date, and place of any assembled testing. Applicants must supply complete and accurate information concerning their training and experience including a detailed description of their work experience, the names and addresses of all previous employers and the dates of employment. The information is subject to verification and the Personnel Department reserves the right to determine the quality and quantity of education and experience claimed for credit.
