Job Description:

The Deputy Team Leader - Gender and Community Expert will provide leadership in gender equality, social inclusion, and community engagement to ensure effective delivery of the contract. The role will provide strategic and operational support to the Team Leader to maintain compliance, adaptive management, and high-quality delivery of outputs. 

Based in Mt Hagen Area Program Office, the Deputy Team Leader - Gender and Community Expert will lead the design and implementation of gender and protection strategies; ensure inclusive participation of women, youth, persons with disabilities, older persons, and other marginalized groups; and oversee safeguarding measures in collaboration with GBV partners.  The Deputy Team Leader will act as a key liaison with community leaders and local organizations; support M&E related to gender and inclusion indicators and ensure that community voices shape project decision making.

MAJOR RESPONSIBILITES

  • Lead the integration of gender responsive, disability inclusive, and socially inclusive approaches across all project outputs, workplans, and community activities responsive, disability inclusive, and socially inclusive approaches across all project outputs. 
  • Oversee development and roll‑out of gender, protection, and safeguarding strategies, ensuring alignment with the TORs. 
  • Coordinate closely with GBV implementing CSOs to harmonize community selection, outreach, and protection measures.  
  • Design and coordinate community engagement processes, including consultations, participatory assessments, and ongoing dialogue with targeted communities. 
  • Ensure meaningful participation of women, youth, persons with disabilities, and vulnerable groups in needs assessments, capacity building activities, and women’s group formation.
  • Monitor and report on gender, protection, and inclusion indicators in collaboration with the M&E Expert, ensuring sex, age and disability disaggregated data is collected and analyzed. 
  • Identify risks related to GBV, child protection, or exclusion and propose mitigation measures. 
  • Support the Team Leader in day-to-day project management, adaptive planning, problem solving, and coordination across technical areas. 
  • Lead or supervise specific components, community level activities, or staff teams as delegated.  
  • Act as Team Leader in the absence of the Team Leader, ensuring continuity of operations, decision making, staff supervision, and representation.
  • Liaise with community leaders, provincial authorities, women’s cooperatives, youth groups, and marginalized populations to strengthen relationships and participation. 
  • Represent the project in gender, GBV, protection, and community engagement working groups or coordination forums. 
  • Lead and support Christian activities that enrich and develop mutual growth in Christ
  • Perform any other tasks assigned by the Program Operations Director.
  • Convey World Vision identity and core values in life, word, and deed in the workplace and outside of the workplace.
  • Participate in World Vision PNG core staff activities, such as regular staff Christian reflection activities and regular programmatic Learning & Reflection days.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

  • Required Education, training, license, registration and certification.
  • Bachelor’s degree in agriculture, Project Management, Development Studies, Social Sciences, or a related field.
  • At least more than 5 years of professional experience in project management; including experience leading a team or office of similar size and scope of accountability required.
  • Technical or programming experience in agriculture, livelihood preferably and/or if any experience in education, gender, WASH, or child protection preferred.
  • Demonstrated ability to lead teams and deliver consistent quality programming and reporting in complex organisational and operational environments required.
  • Proactive working style and proven ability to identify and mitigate risks, problem solve, and effectively manage conflict required.
  • Strong planning, organisational, and project management skills required.
  • Strong interpersonal skills required. Experience managing cross-cultural teams preferred.
  • Proficiency in Microsoft Office and email required
  • Minimum of at least 5 years’ or a little more experience in all areas of project management and staff development;
  • Direct experience in managing staff, donors and stakeholders especially in the education sector
  • At least 2 years’ work experience in managing projects in the field offices
  • Direct experience of working with multicultural teams
  • Proven ability to develop people in a cross-cultural setting
  • Fluency in English and Tok Pisin required.
  • Willingness to travel to very remote communities required
