Site-based role, working 5 days out of 7 (Monday–Sunday) on a rota to cover operational and customer requirements. Attendance at the Authority's offices, as well as at sites and contractors' sites, is necessary for effective management and mentoring of staff and contractors.
Overview
West London Waste Authority (WLWA) is seeking an additional proactive, safety-focused Supervisor to support the leadership of WLWA's Household Reuse and Recycling Centres (HRRCs) and local waste transfer station as we move towards a circular economy. Reporting to the Site Manager, the postholder will alongside two other colleagues, supervise up to 15 operational staff, driving high standards of health, safety and environmental protection, delivering excellent customer service, overseeing cost-effective day-to-day operations and helping to spearhead new reuse and repair initiatives. The Supervisor will also deputise for the Site Manager as needed.
Key Responsibilities
• Ensure all work is carried out in line with health and safety policies and procedures, identifying and managing risks and promoting a safety-first culture across the team
• Lead the creation, review and communication of risk assessments with the Health and Safety team, and oversee SOPs, first aid resources, accident reporting and investigations
• Oversee daily operations at waste transfer stations and recycling centres, ensuring adherence to budgets and service agreements
• Maintain sites and equipment to the required operational standards
• Supervise contractors and engineers, manage work permits and oversee onboarding for new starters and visitors
• Cultivate a culture of customer service excellence, managing escalations and maintaining positive relationships with trade and public customers
• Produce weekly reporting on KPIs, operational costs and customer feedback, ensuring compliance with internal and external data and reporting requirements
• Use data-driven decision-making to achieve KPI and Service Level Agreement (SLA) targets
• Implement pilots for materials repair and reuse, updating risk assessments and procedures accordingly
• Maintain and update business continuity plans for sites
• Supervise and lead up to 15 operational staff, managing employee relations, performance, scheduling and attendance
• Oversee Health and Safety training and compliance, write and audit Training Information Guides (SOPs) and manage the training matrix
• Monitor key budget lines (Supplies and Services, Employee budgets), report financial performance and initiate procurement in line with the Authority's financial procedures
• Deputise for the Site Manager as needed, supporting strategic and operational decisions
What We're Looking For
• COTC Level 4, or sufficient experience to achieve it within six months of starting
• Experience of supervising waste management sites or sections of sites
• Experience of delivering demonstrable improvements at waste management sites
• Significant project management experience, including options appraisals, business cases, project plans and documentation
• Knowledge of relevant legislation for environment, waste, plant and Health & Safety
• Experience of managing contracts
• Demonstrable ability to manage others outside of direct line management control
• Demonstrable ability to continuously improve services and develop new ways of working
• Ability to foster an open culture that is responsive to change, built on strong relationships with key partners
• Highly competent in Word, Excel, PowerPoint, Outlook and MS Teams
• Commercially minded, flexible and a role model for WLWA's values and behaviours, leading by example
Nice to Have
• IOSH and/or NEBOSH Health & Safety qualification
• Project Management Qualification
• Lean Six Sigma
• Experience of using data and data visualisation to create successful business cases
• Experience of presenting complex information to a wide range of audiences
• Profit and loss (P&L) financial management, documentation and record keeping
