Description
The Horrocks-Wilson Joint Venture is seeking an experienced Water/Wastewater leader to launch our water and wastewater leading treatment practice in Utah. You’ll be responsible for partnering with Horrocks and Wilson leadership to win work, and you will oversee the successful delivery of high-impact projects while collaborating with professionals from both Horrocks and Wilson to advance our technical capabilities, mentor teams, and expand our presence throughout Utah.

The Utah Water/Wastewater Treatment Practice Builder will play a central role in delivering successful projects, supporting strategic pursuits, and helping clients benefit from the combined capabilities of both firms.

You will be expected to cultivate client relationships and contribute to business development, while also delivering exceptional projects, mentoring teams, and driving technical excellence.
Success in this role will mean establishing trusted client relationships, winning and delivering the joint venture’s first generation of major Utah treatment projects, and building the team and capabilities needed for long-term growth.
Essential Duties and Responsibilities
As the Utah Water/Wastewater Treatment Practice Builder, you will provide technical leadership, manage projects, support clients, and contribute to the growth of the Horrocks-Wilson joint venture. Responsibilities will include:
- Drive growth by building client relationships, identifying new opportunities, and contributing to strategic pursuits across the state.
- Lead the preparation of statements of qualifications, proposals, fee estimates, and interviews for strategic pursuits.
- Lead the planning, design, and delivery of municipal water and wastewater treatment projects from concept through construction.
- Manage complex projects, overseeing scope, schedule, budget, staffing, quality, and client communication from kickoff through closeout.
- Work directly with municipal clients to understand their needs and develop practical, technically sound solutions.
- Collaborate with engineers and technical staff from both Horrocks and Wilson to deliver high-quality projects across a range of water and wastewater disciplines.
- Provide technical guidance and mentorship to project managers, engineers, and other technical staff.
- Review project work for technical quality and help maintain consistent standards across the joint venture.
- Lead recruiting efforts, staff development, and workforce management as the Utah water team continues to grow.
- Represent the Horrocks-Wilson Joint Venture with clients, industry organizations, and the broader Utah water community.
Requirements
What It Takes
- Bachelor's degree in civil, environmental, mechanical, or chemical engineering, or a related field.
- Professional Engineer license in Utah, or the ability to obtain Utah licensure within a reasonable period after hire.
- 10 + years of progressively responsible experience in water or wastewater engineering.
- Demonstrated experience successfully managing water or wastewater projects, including scope, schedule, budget, quality, staffing, and client communication.
- Strong technical knowledge of water or wastewater treatment, with experience in related infrastructure such as pipelines, pump stations, storage facilities, utility master planning or construction management.
- Experience supporting or leading proposals, statements of qualifications, interviews, and other business development activities.
- Ability to lead multidisciplinary teams and collaborate across organizational boundaries.
- Commitment to technical quality, responsive client service, teamwork, and professional integrity.
Preferred Qualifications
- Established relationships with Utah municipalities, utilities, water districts, or state agencies.
- Experience delivering projects involving state or federal funding.
- Experience working on alternative delivery, construction management, or design-build projects.
- Experience mentoring staff and helping develop emerging project managers and technical leaders.
- A record of developing and maintaining strong client relationships.
- Strong written, verbal, presentation, and interpersonal communication skills.
- Sound business judgment and an understanding of project financial performance
Travel Requirements: This position requires approximately 25 – 50% travel.
