Job Description Summary

Department - Clerk of the Court

This position performs complex legal clerical and administrative tasks of moderate difficulty under minimal supervision. The primary focus of this role is managing the full lifecycle of physical and digital court exhibits, serving as the administrative specialist for the Arizona Judicial System’s digital evidence portal (Case Center). Responsibilities include opening digital cases, distributing access invitations, assisting attorneys and self-represented litigants, handling physical exhibits and placeholders, supporting courtroom clerks during evidentiary proceedings, and managing the tracking, maintenance, and post-trial disposition of evidence. This classification requires specialized court operations knowledge, technical proficiency with statewide legal portals, and strong problem-solving skills.

Expected Starting Pay: $18.79 Per Hour

Pay Range: $18.79 - $25.37 Per Hour

Range Explanation: 

  • This is an estimate of the hourly rate you can expect to receive as a new hire. The actual offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

  • The position is in pay grade 3, which may constitute a promotional opportunity for current county or court staff. Promotional increase will be determined at the time of offer.

  • Pay Range is the entire compensation range for the position. 

What We're Looking For:

Minimum Qualifications:

  • High school diploma or equivalent G.E.D. certificate. 

  • One (1) year of secretarial/clerical experience performing tasks such as typing, filing, word processing, data entry, reception, message delivery, or general office duties.  

  • A minimum typing speed of 25 words per minute is required. 

Preferred Qualifications:

  • Completed coursework in the legal field or prior clerical/administrative experience in a court, legal office, or exhibit handling environment.  

  • Direct experience operating digital evidence management portals (e.g., Case Center) or managing chain-of-custody processes for physical evidence.  

  • Bilingual English/Spanish skills. 

Essential Duties & Functions:

Work assignments may vary depending on the department’s need and will be communicated to the application or incumbent by the supervisor.

  • Opens new cases within the statewide Case Center digital evidence portal. 

  • Manages case-specific digital exhibit bundles throughout the lifecycle of a case.  

  • Generates and distributes email invitations and portal access links to attorneys, law firms, and self-represented litigants based on court filings and minute entries.  

  • Responds to system access and invitation inquiry requests from legal counsel and litigants.  

  • Receives, reviews, logs, and processes digital evidence uploaded to Case Center.  

  • Receives, logs, and marks physical or paper exhibits provided by parties or self-represented litigants.  

  • Creates and manages physical exhibit placeholders within Case Center for items that cannot be converted digitally.  

  • Assists Courtroom Clerks with processing, marking, securing, and organizing exhibits prior to and during trials or evidentiary hearings.  

  • Updates access permissions in Case Center at the start of proceedings to prevent unauthorized adding, editing, or deletion of submitted exhibits.  

  • Generates printed or digital exhibit indices for judicial officers and courtroom staff.  

  • Tracks and maintains physical and digital exhibits stored in court custody following trials or evidentiary hearings.  

  • Executes the official statutory disposition or destruction of physical and digital exhibits according to court retention schedules.  

  • Transmits designated digital and physical exhibits to appellate courts as required 

  • Identifies and flags "Restricted" or "Confidential" exhibits in accordance with Supreme Court Rule 123 and court orders.  

  • Executes judicial orders regarding "Sealed" exhibits within Case Center.  

  • Responds to written and verbal inquiries from the legal community, judicial staff, and the public regarding Case Center access and exhibit submission deadlines.  

  • Monitors digital uploads for corrupted files or format compliance and coordinates re-uploads when errors occur.  

  • Performs data entry functions in automated court database systems.  

  • Processes court paperwork and maintains strict confidentiality of sensitive records.  

  • Cross-trains to provide back-up support for other operational areas and general clerk functions as assigned.

 KNOWLEDGE, SKILLS AND ABILITIES  

Knowledge of: 

  • Standard court office practices, legal documentation, court filing techniques, and legal terminology.  

  • Rules, administrative orders, and guidelines governing the Arizona Judicial Branch Digital Evidence Portal (Case Center) and Arizona Supreme Court Rule 123 (public access/confidential records).  

  • Chain-of-custody protocols, vault security, and retention schedules for physical and digital exhibits.  

  • English composition, grammar, punctuation, and spelling.  

Skill in: 

  • Operating specialized court databases, digital evidence portals, and Microsoft Office Suite (Word, Excel, Outlook). 

  • Analyzing complex administrative situations and applying practical problem-solving methods to technical or procedural filing issues.  

  • Providing professional, calm, and polite customer service to judicial officers, attorneys, external agency partners, and the general public 

  • Organizing workloads, planning activities, and prioritizing projects to meet strict court time restraints and hearing deadlines.  

   Ability to: 

  • Understand, interpret, and follow complex oral and written instructions and court orders accurately.

  • Work efficiently and maintain high accuracy while frequently switching focus among multiple tasks and customer inquiries.  

  • Establish and maintain effective working relationships with court staff, judicial officers, legal professionals, and colleagues.  

  • Maintain strict confidentiality in all aspects of court records and restricted case evidence. 

Licenses and Certifcates:

None required.

Physical Demands/Working Conditions:

Typically performs duties in an office environment; must be able to lift 25 lbs. for some assignments.

Distinguishing Characteristics:

This is a court-classified position and reports directly to the Business Strategist. The incumbent works with a high degree of independence but may receive operational direction and instruction from supervisors, managers, or leads in other units that handle exhibits or courtroom services. No supervisory duties are assigned to this position.
