Description

The Blair County Court of Common Pleas is seeking an experienced leader for the position of District Court Administrator. This role involves professional management directing the overall day-to-day operations and administrative functions of Blair County’s Court of Common Pleas and its minor judiciary (Magisterial District Judges).
Working closely with the President Judge and the Administrative Office of Pennsylvania Courts (AOPC), the District Court Administrator ensures effective caseflow management, fiscal responsibility, and clear communication across court departments

Key Responsibilities

Personnel & Team Leadership

  • Recruit, hire, train, evaluate, and monitor court administration staff, per diem, and hourly employees.

  • Delegate work projects; establish departmental goals, action plans, priorities, and deadlines.

  • Mentor, coach, and counsel staff; complete probationary and annual performance evaluations.

  • Foster a positive workplace culture, resolve internal conflicts, address performance issues, and recommend formal disciplinary actions when necessary.

  • Review and approve absence requests while ensuring compliance with AOPC and judicial district policies.

  • Write and update job descriptions as organizational needs evolve.

Operations, Planning & Caseflow Management

  • Manage caseflow across criminal, civil, and family court divisions, and continuously improve caseflow procedures, time standards, and calendaring efficiency.

  • Prepare and administer civil and criminal trial calendars, including daily trial lists.

  • Establish and administer the yearly court calendar for all judges.

  • Set the agenda for weekly judges’ meetings to collaborate on operational solutions and local policies.

  • Oversee key judicial processes, including Masters, Hearing Officers, mediators, jury management, Arbitration, and Protection from Abuse (PFA) proceedings.

  • Determine court-appointed counsel assignments.

Financial, Budgetary & Facility Management

  • Prepare, submit, and manage the annual Court of Common Pleas budget and Magisterial District Judge (MDJ) budgets.

  • Prepare required AOPC and judicial court reports.

  • Procure necessary supplies and services, manage physical facilities, space, equipment, and advanced communication technology (ACT) in courtrooms.

Liaison & Policy Implementation

  • Act as the primary liaison between judges, attorneys, court-related offices, state agencies, and the public.

  • Assist the President Judge in the oversight of Court Leaders and court departments.

  • Disseminate official court information and participate on various court-related committees.

  • Implement policies established by the State Court Administrator and assist state-level leadership in setting ongoing policies and methods for judicial operations.

Minimum Qualifications

  • Bachelor’s degree in Judicial, Business or Public Administration, or closely related field; PLUS

  • Three years of professional-level experience in court management OR four years of varied office management work including professional-level experience in budgeting, procurement, and human resources management.

  • Any equivalent combination of experience and training.

Salary information

Starting Annual Salary Range: $56,302 - $76,944

Maximum Annual Salary: $118,229
