Job Description

This position reports to the Community Reinvestment Act (CRA) Community Development (CD) Validation Manager and is in the CRA Program Office which resides within U.S. Bancorp’s Community Impact & Inclusion division and provides primary compliance oversight for the CRA. The CRA CD Validation Analyst should have a considerable understanding of applicable laws, regulations, financial services, and regulatory trends that impact U.S. Bank’s lines of business and be able to provide subject matter expertise on the CRA and related regulatory guidance. The position will partner with assigned Line of Business, other Risk/Compliance/Audit (RCA) professionals, and RCA Managers to, depending on their function, create, implement, maintain, review or oversee an effective risk management framework, and serves as a functional liaison between the Line of Business and the Lines of Defense. This position participate in projects and activities that ensure compliance with applicable CRA laws and regulations; identify gaps and inform solutions that minimize losses resulting from inadequate internal processes, systems or human errors; and identifies, responds to and/or escalates risks as appropriate. The CRA CD Validation Analyst should possess a strong level of communication, relationship building, negotiation, and writing skills.


ESSENTIAL FUNCTIONS:

CRA CD Validation & Quality Oversight 


  • Primarily responsible for supporting CRA Community Development (CD) validation efforts in alignment with CRA Program Office strategies and compliance with regulatory requirements.
    • Provide advanced CRA and CD subject-matter expertise and guidance in the review and validation of potential CD loans, investments, and services, including complex or judgment-based eligibility determinations
    • Serve as the day-to-day work lead for CD validation activities by coordinating workflow, completion of recurring and time-sensitive deliverables and providing clear status updates to CRA Program Office team members and business line partners; includes providing peer feedback and guidance
    • Perform secondary review and quality assurance activities to promote consistent application of CRA requirements, provide internal, accurate data, clear decision rationale, and sufficient supporting evidence

  • Support key validation initiatives, including year-end CD loan submission activities, annual data scrubs, targeted quality reviews, and other efforts that support complete and accurate CRA reporting
  • Identify and escalate risks; ensure adequate controls in related areas of responsibility as needed

Exam & Audit Readiness 

  • Support the development and maintenance of validation procedures, eligibility guidance, review standards, controls, job aids, and training materials
  • Support CRA examinations, internal audits, quality reviews, and other oversight activities by coordinating information, validating supporting materials, and addressing questions related to CD eligibility and validation processes
  • Anticipate and support changes related to evolving regulatory requirements pertaining to CRA eligible CD activity, including assisting with system and process enhancements

Business Line Relationship Management & Support 

  • Build and maintain effective relationships with internal partners, business line partners, data owners, and other stakeholders to strengthen identification, submission, documentation, and reporting of potentially eligible community development activity
  • Support CRA PO team members by providing timely consultation, practical guidance, and credible challenge on CRA eligibility, documentation expectations and data quality 
  • Develop an understanding of business line products, processes, systems



Basic Qualifications


  • Bachelor’s degree or equivalent experience with typically, more than six years of applicable experience  
  • Typically more than six years of applicable experience


Preferred Skills/Experience


  • Significant understanding of the Community Reinvestment Act and related federal bank regulatory agency standards and guidance
  • Thorough knowledge of Risk/Compliance/Audit competencies
  • Strong analytical, process facilitation and project management skills
  • Exceptional attention to detail and commitment to producing accurate, high-quality deliverables
  • Considerable understanding of the business line’s operations, products/services, systems, and associated risks/controls 
  • Proficient computer navigation skills using a variety of software packages, including Microsoft Office applications and word processing, spreadsheets, databases, and presentations; includes utilization of AI
  • Professional Certification, such as Certified Regulatory Compliance Manager (CRCM), Juris Doctor (JD) or certified audit professional  


Location expectations: This role requires working from a U.S. Bank location three (3) or more days per week.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $105,400.00 - $124,000.00
