Overview

Advanced Technologies and Laboratories (ATL), a Planned Systems International (PSI) company, is hiring for a Hanford Laboratory Manager.

The Laboratory Manager serves as the senior executive responsible for the overall management, safe operation, technical performance, and contractual execution of the Hanford 222-S Laboratory. This position provides leadership and accountability for the laboratory's analytical services, facility operations, engineering, nuclear safety, environmental compliance, quality assurance, workforce management, and business operations.

The Laboratory Manager serves as the contractor's principal management interface with the U.S. Department of Energy (DOE) and other Hanford Site contractors and stakeholders. The role ensures that laboratory operations support Hanford's environmental cleanup mission through accurate, timely, safe, and cost-effective analytical services.

The successful candidate must demonstrate executive leadership in complex, highly regulated operating environments; the ability to balance safety, mission execution, financial stewardship, and workforce performance; and experience leading multidisciplinary technical organizations.

Essential Functions and Job Responsibilities

Executive Leadership and Contract Performance

  • Serve as the contractor's principal management representative to DOE, maintaining effective relationships with the Contracting Officer, Contracting Officer's Representative, and other federal stakeholders.
  • Establish priorities and performance expectations for analytical operations, facility operations, engineering, safety, quality, and business services.
  • Direct execution of contract requirements, performance measures, deliverables, and corrective actions.
  • Lead strategic planning, organizational development, resource allocation, and continuous performance improvement.

  • Ensure operations are conducted within the approved documented safety analysis, technical safety requirements, and applicable regulatory and contractual requirements.
  • Oversee implementation of integrated safety management, conduct of operations, radiation protection, environmental compliance, emergency management, and quality assurance programs.
  • Ensure deficiencies, abnormal conditions, and significant events receive timely management attention, evaluation, corrective action, and follow-through.
  • Maintain organizational readiness for DOE assessments, regulatory inspections, operational reviews, and oversight activities.

Laboratory Mission Delivery

  • Ensure analytical services support Hanford tank waste characterization, retrieval, treatment, and environmental cleanup objectives.
  • Integrate analytical production requirements with available facility capacity, maintenance schedules, workforce availability, and radiological controls.
  • Establish management systems for prioritizing customer requests, monitoring analytical turnaround, and resolving delivery constraints.
  • Promote improvements in laboratory equipment, technology, analytical methods, and operational efficiency.

Workforce and Organizational Leadership

  • Lead a multidisciplinary workforce of scientific, technical, engineering, operations, safety, quality, and administrative personnel.
  • Develop and retain qualified managers and technical leaders.
  • Maintain effective communication and working relationships with represented and nonrepresented employees.
  • Establish succession planning, workforce qualification, employee development, and organizational effectiveness initiatives.
  • Promote a culture of accountability, transparency, continuous learning, and employee involvement.

Financial and Business Management

  • Direct financial planning, budgeting, cost control, procurement oversight, and contract performance reporting.
  • Identify sustainable cost efficiencies while maintaining required safety, quality, and mission performance.
  • Oversee subcontractor performance and organizational interfaces.
  • Make risk-informed management decisions concerning investments, staffing, modernization, and resource utilization.

Minimum Requirements

Education

  • Bachelor's degree in engineering, chemistry, nuclear science, physical sciences, or a related technical discipline.
  • Advanced degree in a technical discipline, engineering management, or business administration preferred.

Experience

  • Demonstrated experience leading a facility, laboratory, program, or substantial operating organization with significant safety, environmental, and regulatory obligations.
  • Experience managing relationships with federal clients, regulators, contractors, and other institutional stakeholders.
  • Documented success improving safety, operational effectiveness, organizational performance, and cost efficiency.

Desired Qualifications

  • Senior management experience within the DOE complex, including DOE Environmental Management or National Nuclear Security Administration facilities.
  • Direct experience with nuclear analytical laboratories, hot-cell operations, radioactive waste characterization, or high-hazard industrial facilities.
  • Familiarity with 10 CFR 830, DOE O 422.1, DOE O 414.1, DOE nuclear safety requirements, and integrated safety management.
  • Experience with DOE performance-based contracts and government oversight.
