Description
Under the general direction of the Billing Manager, the Senior Billing Analyst leads complex billing, reimbursement, revenue-recognition, and grant drawdown activities for multiple public transportation agencies and funding programs.
The position serves as a senior technical resource for billing operations; oversees the accuracy, completeness, and timeliness of claims; resolves complex funding and reconciliation issues; and develops controls, procedures, and reporting tools that support compliance with applicable accounting standards, grant agreements, and funding-agency requirements.Examples of Essential Functions:- Lead end-to-end billing, reimbursement, and revenue-recognition processes for local, regional, state, federal, and other externally funded programs.
- Serve as the principal technical resource for complex billing matters including cost eligibility, indirect-cost application, reimbursement methodologies, and resolution of disputed or rejected claims.
- Establish, maintain, and automate billing controls, workflows, desk procedures, reconciliation standards, and quality-assurance processes to reduce risk and strengthen audit readiness.
- Analyzes, reviews, and interprets funding agreements, program guidelines, and regulatory requirements to determine billing implications and translate requirements into operational procedures.
- Serves as a Liaison with project managers, budget staff, procurement personnel, and external agencies to resolve billing discrepancies and ensure reimbursement activity aligns with approved budgets and agreements.
Examples of Essential Duties:
- Lead process-improvement, system-implementation, or billing-automation initiatives
- Research, interpret, and communicate applicable accounting, funding-agency, and regulatory requirements affecting billing and reimbursement activity.
- Serve as the escalation point for complex billing inquiries from internal departments, funding agencies, auditors, consultants, and external partners
- Review general ledger account analyses, reconciliations, journal entries, and supporting schedules to ensure completeness and accuracy.
- Develop recurring management reports, including billing status reports, cash-flow forecasts, receivable-aging reports, reimbursement projections, and exception reports.
- Provide technical guidance to cross-functional leadership, consultants, billing, accounting, project, or administrative teams.
- Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
- Performs other duties as assigned
- Bachelor’s Degree in accounting, finance, or related field.
- Three (3) years of full-time, progressively responsible professional accounting experience.
- Certified Public Accountant (CPA) license in California.
- Professional experience with governmental, public-sector, transportation, infrastructure, or grant-funded financial accounting operations.
- Strong knowledge of revenue recognition, accounts receivable, grant reimbursement, project accounting, cost allocation, and financial reconciliations.
- Professional working experience with ERP databases, Billing modules, Customer modules, Accounts Receivable Modules, Accounts Payable modules, and General Ledger.
- Proficiency with Microsoft Office, PowerBi, and other data visualization software.
- Effective oral and written communication skills.
