Principal, Program Manager (Mandates & Govt Markets) - Hybrid

Releady is partnering with a healthcare technology company that builds and runs the technology platforms for one of the largest nonprofit health plans in the United States is hiring a Principal Program Manager to deliver regulatory mandates and government markets programs. The role sits in an enterprise Complex Programs & Mandates organization, which runs the initiatives that are too complex, too cross-platform, or too high-risk for any single platform team to own alone.

The Principal Program Manager leads the pillar's largest and highest-risk mandates, including multi-year programs that change core pharmacy, claims, and interoperability systems across multiple platforms and vendors. The role sets the delivery standard for the pillar, mentors Program Managers, and advises leadership on regulatory readiness across the mandate portfolio. The team uses AI tools as a standard part of delivery, and the Principal is expected to shape how the pillar uses them.

Mandate & Program Delivery

• Lead end-to-end delivery of the pillar's most complex, multi-year regulatory mandates and government markets programs, from intake through compliance validation and formal closure.
• Translate new CMS, state, and industry-standard requirements into enterprise delivery plans that span multiple platforms, business teams, and third-party vendors such as pharmacy benefit managers.
• Serve as the accountable program owner at steering committees and executive reviews, presenting status, risk, and decisions required.
• Advise pillar leadership on regulatory readiness, portfolio prioritization, and which mandates require full enterprise ownership versus standard governance.
• Mentor Program Managers on mandate delivery, stakeholder management, and program discipline, and review their plans and status reporting.
• Improve how the pillar tracks upcoming regulations, from early rule monitoring through intake and classification.

Governance & Reporting

• Produce and maintain delivery artifacts, including charters, RACI matrices, rollout plans, RAID logs, action trackers, and executive weekly status reports.
• Facilitate weekly cross-platform working sessions, execution forums with business and technology leads, and executive reviews, and serve as the primary point of contact for assigned platforms.
• Coordinate with Compliance on regulatory validation and sign-off, and with Release & SCM on change management and release readiness.
• Escalate delivery impediments early with clear problem framing and a recommended path forward.

AI-Enabled Delivery

• Apply AI tools and prompt engineering, including Claude and Microsoft Copilot, to summarize regulatory requirements, draft status and risk narratives, document decisions, and prepare for meetings.
• Lead the design of AI delivery frameworks, playbooks, and best practices for the pillar, and champion responsible AI adoption across the Complex Programs & Mandates organization

• 10+ years of experience in technology program delivery, including 5+ years leading regulatory or government-program initiatives at a health plan, payer, or health technology services company.
• Track record of leading at least one multi-year, cross-platform mandate involving multiple platform teams and external vendors.
• Experience presenting to and influencing VP and C-level stakeholders, including steering committees.
• Experience mentoring or leading project managers or program managers.
• Strong knowledge of how CMS and state regulations move from final rule to compliance deadline.
• Advanced, hands-on use of AI tools such as Claude, ChatGPT, or Microsoft Copilot, including building repeatable prompts or workflows others use.
• Expert knowledge of Agile, SAFe, Waterfall, or hybrid delivery, and tools such as JIRA, Smartsheet, Confluence, or Azure DevOps.
• Experience with pharmacy claims standards such as NCPDP, interoperability APIs such as FHIR, or Medi-Cal programs is preferred.
• PMP, PgMP, SAFe, or an equivalent certification is preferred.
