Senior Principal Portfolio Manager

Role Overview: The Portfolio Manager supports the ARCWERX Innovation Center by overseeing a diverse portfolio of innovation projects sourced from ARCWERX engagements with Air Reserve Component units, industry partners, academia, and other military innovation cells. This role ensures that each project is strategically aligned with ARCWERX objectives, contributes measurable outcomes to Air Force Reserve Command priorities, and is tracked using standardized evaluation, reporting, and analytics tools. The Portfolio Manager drives transparency, prioritization, and return-on-investment (ROI) insights across the entire innovation ecosystem. Key Responsibilities: Manage, organize, and evaluate a multi-project innovation portfolio spanning technology development, education programs, experimentation activities, and industry engagement efforts. Establish and apply a standardized framework for measuring project effectiveness, mission impact, strategic deterrent value, and return on investment. Maintain continuous situational awareness of all active projects, dependencies, risks, timelines, and resource requirements. Facilitate communication across ARCWERX leadership, end users, industry partners, DoD innovation hubs, and academic collaborators. Track project performance using standardized reporting tools and ensure all portfolio data is accurate, timely, and actionable. Support decision-making by providing analyses, trend identification, and prioritization recommendations across the ARCWERX innovation ecosystem. Coordinate with Tech Scouts to align discovered technologies with portfolio needs and strategic objectives. Support development and validation of education program effectiveness metrics and integration of these metrics into the broader portfolio evaluation model. Assist in designing and optimizing digital systems, dashboards, and analytics tools used to visualize project status and outcomes. Required Qualifications: Experience supporting technology or innovation portfolios within DoD, government, or commercial environments. Proficiency in portfolio management, project tracking, metrics design, and results-based evaluation. Ability to work with multidisciplinary teams including industry, academia, military operators, and government stakeholders. Strong communication skills, including the ability to brief leadership and translate technical insights into decision-ready information. Familiarity with innovation ecosystems such as ARCWERX, AFWERX, AFRL, or other DoD innovation organizations (preferred). Comprehensive understanding of federal acquisition regulations (FAR) Desired Skills: Experience with ROI modeling, impact assessment frameworks, and technology transition processes. Understanding of Air Force Reserve mission sets and operational constraints. Data analysis or dashboarding experience (Excel, Power BI, Tableau, similar). Background in rapid acquisition, prototyping, or technology scouting.
