Business Analyst

Evolver is looking for a Senior Business Analyst, to support an existing Federal Program.

 

This is a hybrid role requiring 3 days a week in the office in Reston, VA and 2 days a week from home.

 

Responsibilities:

Provides business analysis and project management leadership and services in support of the goal and objective of the PWS, as required by the COR. Oversees and manages compliance activities of project management teams, daily operations, client/customer relationships, has responsibility for the quality of deliverables, and develops, monitors, and reports on project objectives, budget, and schedule status and performance. The Business Analyst is responsible for the technical, contractual, administrative, and financial aspects of the project(s) as assigned by the Government Task Manager (GTM). Responsible for identifying, proposing resolutions, and resolving project management issues in collaboration with applicable federal staff. Responsible for managing one or more projects, and successfully implements project(s) and associated services, in accordance with the task order, federal laws, regulations and procedures.

 

Basic Qualifications:

• 5 years of Business Analysis experience while helping support Project Management principals and schedules.
• 3 years of experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the PMI in the PMBOK.
• 2 years of experience in Agile methodology
• 3 years of experience with MS Visio
• 2 years of experience with Azure DevOps (ADO)
• Must be a US Citizen with ability to obtain Public Trust Clearance

 

Preferred Qualifications:

• 3 years of experience with Waterfall methodology
• 3 years of experience with Agile Methodology
• Hands-on experience in an Agile transformation
• 5 years of experience with IT Project Management processes including, but not limited to, industry standard Project Management principles and practices such as those defined by the PMI in the PMBOK.
• Knowledge of and experience with FEA, CPIC, SDLC, IT Security Management, and Risk Management.
• Knowledge of and experience with federal IT Investment laws, regulations and process including, but not limited to, FITARA, the Clinger-Cohen Act of 1996, Title III of the E-Government Act of 2002, and FISMA. Familiarity with the federal laws, regulations and circulars listed in subsequent parts of this PWS.
• Proven ability to review and analyze cost, schedule, and performance requirements for federal IT investments.
• Knowledge of OMB reporting requirements and adapting internal reporting to align with applicable external.
• Ability to apply consistent management approaches to IT Portfolio Management that increases the quality of data through best practices and documentation.
• Excellent verbal and written communication skills and leadership skills
