Location: Gregory, Texas

Summary:

The Project Procurement & Contracts Specialist supports a major power plant project by managing the commercial and contractual aspects of project procurement from purchase order or subcontract award through delivery, warranty, final account settlement, and closeout. This role serves as a key interface among Supply Chain Management, Engineering, Construction, Project Controls, Finance, Legal, suppliers, and subcontractors to help protect project cost, schedule, quality, and contractual interests.

The position provides disciplined post-award commercial management, including change order evaluation, subcontract administration, invoice and payment review, warranty administration, claims and lien support, commercial risk management, reporting, and document management. The ideal candidate will bring strong contract administration, negotiation, commercial analysis, and stakeholder management experience within major capital projects, power generation, LNG, EPC, construction, or other heavy industrial environments.

Job Duties:

  • Administer assigned purchase orders, service agreements, and subcontracts from award through final commercial closeout.
  • Interpret and apply commercial terms and conditions, scope requirements, compensation structures, milestones, securities, insurance requirements, and contractual deliverables.
  • Establish and maintain contract administration plans, correspondence logs, commitment registers, deliverable trackers, and closeout checklists.
  • Coordinate with Engineering, Construction, Project Controls, Finance, Legal, Quality, Logistics, Operations, and other stakeholders to resolve issues affecting project cost, schedule, delivery, or supplier performance.
  • Ensure contractual notices, approvals, amendments, and supporting records are properly prepared and retained in accordance with applicable procedures and delegated authority requirements.
  • Maintain complete, accurate, and auditable procurement and contract records throughout the project lifecycle.

Change Order Management

  • Manage supplier and subcontractor change requests from initial notice through final disposition and incorporation into the applicable agreement.
  • Evaluate proposed changes for contractual entitlement, scope basis, pricing, schedule impact, productivity impact, risk, and adequacy of supporting documentation.
  • Engage requisition engineers and appropriate project stakeholders to complete technical and schedule reviews.
  • Develop negotiation positions and lead or support commercial negotiations with suppliers and subcontractors.
  • Maintain a comprehensive change order register covering submitted, pending, approved, rejected, withdrawn, and forecast changes, including aging and financial exposure.
  • Identify potential scope growth, constructive changes, and commercial exposure before work proceeds whenever practicable.

Commercial, Cost, and Payment Management

  • Review supplier and subcontractor invoices against contractual milestones, receiving records, approved progress, contractual deliverables, retainage, and approved changes.
  • Coordinate resolution of invoice discrepancies, back charges, credits, disputed amounts, and payment holds.
  • Track original commitments, approved changes, pending changes, forecast exposure, invoices, payments, retainage, and final account status.
  • Support project cost forecasting and communicate emerging commercial impacts to Supply Chain Management and Project Controls.
  • Perform final account reconciliation and confirm completion of commercial closeout requirements before release of final payment.

Claims, Liens, Insurance, and Commercial Risk

  • Support the evaluation, negotiation, documentation, and resolution of supplier and subcontractor claims.
  • Monitor insurance certificates, bonds, guarantees, lien waivers or releases, and other contractual risk-management requirements.
  • Preserve contract records and contemporaneous documentation required to support negotiations, claims, audits, and dispute resolution.
  • Identify and escalate material commercial risks, contract noncompliance, and potential supplier defaults.
  • Coordinate with Legal, Risk, Finance, Supply Chain Management, and project leadership when commercial matters require specialist guidance or formal escalation.

Warranty Administration

  • Maintain a centralized warranty register documenting applicable equipment or scope, warranty terms, start and expiration dates, responsible suppliers, open claims, and resolution status.
  • Administer warranty claims and verify that suppliers meet contractual requirements for response, repair, replacement, testing, documentation, and schedule obligations.
  • Coordinate warranty activities with Engineering, Construction, Commissioning, Operations, Quality, suppliers, and other project stakeholders.
  • Confirm that required insurance, site access, safety documentation, and commercial arrangements are in place before warranty work begins.
  • Engage additional subcontractors when necessary to support warranty work and pursue applicable supplier recovery or back charges.

Supplier Performance and Reporting

  • Develop structured post-award reporting that provides visibility beyond basic purchase order status and purchasing activity.
  • Maintain dashboards and reporting for contract status, changes, invoices, payments, claims, warranties, supplier performance, open deliverables, risks, and required decisions.
  • Lead or participate in supplier commercial reviews, project procurement reviews, and contract closeout meetings.
  • Document lessons learned and recommend process improvements for capital project procurement and contract administration.
  • Perform additional duties as required to support project and business requirements.

Job Requirements:
