The Town of Marana is seeking a driven, collaborative and visionary leader to serve as the next Development Services Deputy Director. This position is responsible for assisting the Development Services Director in planning, supervising, organizing, and managing the activities of the Development Services Department, including the major functions of development related to planning, engineering, environmental, plan review and permitting, building, and inspections.

Expected Hiring Range: $110,999.00 - $141,523.31 annually

  • Placement within the expected hiring range is dependent on direct experience, internal equity and/or budget

Salary Range: $110,999.00 - $172,047.60 annually

  • In the absence of the Development Services Director, this position assumes their responsibilities as needed.
  • Assists the Director in overseeing the department’s operations, including the Building, Permitting, Planning, Engineering, and Environmental Divisions. 
  • Establishes operational organization goals and objectives of the department.
  • Assists in developing and enhancing efficiency, effectiveness, and outcome-oriented performance metrics that highlight program successes and identify policy/process bottlenecks and vulnerabilities.
  • Develops and maintains positive public relations with an emphasis on quality customer service.
  • Provides leadership and development to assigned staff; participates in the recruitment process, ensures adequate staffing levels, evaluates work performance, ensures policy and procedure compliance, and oversees employee relations.
  • Ensures compliance with relevant regulations and standards.
  • Participates in the development of the annual department budget.
  • Presents items before the Town Council, Planning Commission, and other boards or commissions as necessary; Represents the Town on various boards, commissions and committees.
  • Manages special projects as needed, including advanced research.
  • Ability to understand and interpret complex state and federal regulation, laws, codes, policies in the area of planning, land use, environment, and community organization.
  • Knowledge of principles and practices of planning, building, engineering and municipal services.
  • Ability to read and understand construction plans and development agreements.
  • Ability to understand and recognize all Land Use Categories (residential & commercial types – 13 total).
  • A Bachelor’s degree.
  • Five or more years of progressive leadership experience in engineering, construction, or planning or directly related field.
  • Over five years of supervisory experience.


ADDITIONAL REQUIREMENTS:

  • Valid Arizona Driver License
  • Ability to pass both the Town of Marana background check and a motor vehicle records check 


PREFERRED QUALIFICATIONS:

  • A Bachelor's or Graduate degree in engineering, construction, planning, architecture, business administration, management, or related field from an accredited university or college.
  • Three or more years of supervisory leadership experience in a local government setting.
