Exempt; full-time; 40 hours worked; Monday-Friday; 8:00 a.m.-5:00 p.m.; full benefits; grant funded


This professional class is responsible for overseeing and coordinating the Supporting Older Adults with Resources (SOAR) operations across multiple programs and agencies providing leadership, operational oversight, and cross agency visibility to support a unified, person-centered continuum of care. Positions in this class manages intake, screening, assessment, and service alignment processes with an emphasis on reducing duplication and maintaining regulatory compliance. Coordinates directly with Maryland Department of Aging regarding all referred expenditures related to Home Supports Program (HSP), the HSP waitlist, and Service Coordination. The Program Manager leads interdisciplinary meetings, monitors key operational metrics, and ensures consistent documentation and reporting across MAP, AERS, DSS, and Service Coordination for Seniors. 

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception.

  • Oversee day to day SOAR operations across MAP, AERS, DSS, and Service Coordination
  • Lead interdisciplinary SOAR meetings and system flow coordination
  • Budget management, expenditure tracking, and required fiscal reporting
  • Program data monitoring, performance metrics, waitlist analysis, and reporting
  • Coordination with MDOA on programmatic, fiscal, and compliance requirements
  • Coordinate intake, screening, assessment, and service alignment processes to ensure seamless client flow and reduce duplication
  • Maintain and update program documents, internal procedures, and workflow maps
  • Perform other duties as assigned

  • Associate’s Degree 
  • 5 years experience in program management, project management, aging and disability service, social services, or related field
Substitutions for the above-listed required education and experience are a Bachelor’s Degree with 3 years experience as described above; or a High School Diploma (or equivalent) and 7 years experience as described above.

A successful incumbent operating in this role displays the following:
  • Knowledge of aging services programs and regulations
  • Knowledge of intake, screening, assessment, and service alignment processes
  • Knowledge of program management and performance monitoring practices
  • Knowledge of fiscal operations related to aging programs
  • Skill in program coordination and operational oversight 
  • Skill in Interdisciplinary facilitation and communication 
  • Skill in data analysis, performance monitoring, and reporting 
  • Skill in documentation, workflow development, and procedural maintenance 
  • Ability to ensure regulatory and programmatic compliance
  • Ability to manage complex, multi-agency service coordination processes
  • Ability to exercise leadership without formal supervisory authority
  • Ability to evaluate and enhance operational efficiency


PREFERENCE MAY BE GIVEN FOR:
  • Current Frederick County Government employee
  • Program Management work experience within a local or state government 
  • Work experience in aging services


PHYSICAL REQUIREMENTS/WORKING CONDITIONS:
  • While working in this position the employee is required to frequently sit, walk, lift up to 20 pounds, reach, and perform repetitive motions
  •  While working in this position the employee is required to consistently work indoors and occasionally work outdoors


  • Ability to arrange own frequent travel to meetings, work locations, and events as needed, including occasional urgent or time sensitive situations
