This Associate Director role in Property Management, is instrumental in developing and implementing strategies to foster stronger customer relationships while aligning with mission requirements across all US regional locations. This leadership role oversees a team of seasoned professionals and has responsibility for customer engagement in pursuit of maintaining an approved DFARS Property Management System. This position requires an onsite presence in Tucson, AZ due to proximity to customer stakeholders.

As the primary liaison for internal and external customer engagements, the position manages all key interactions with DCMA Government Property Leadership, Property Administrators, and the Divisional Administrative Contracting Officers (DACOs). The role is expected to establish relationships and gain alignment across the DCMA regions to improve the overall property system and customer engagement model.
 

What You Will Do

  • Lead customer-facing audits and driving standard work across populations and audit objective evidence.

  • Ensuring timely and effective delivery of organizational Root Cause Analysis Summaries (RCASs) and Government Corrective Action Request (GCAR) responses while maintaining transparency and trust with all stakeholders.

  • Drive results for continued compliance with DCMA property business system approvals for all 30 CAGE codes.

  • Foster alignment and implementation of Government Property Management initiatives across all regions.

  • Oversee regional compliance activities across geographically dispersed sites located in the three property regions and account for $37 billion and 1.4 million line-items of property.

  • Lead talent development within the Customer Engagement team, ensuring employees receive coaching, growth opportunities, and clear career progression, including decision-making for hiring, promotions, rewards, and other personnel actions.

  • Identify and solve moderately complex operational and compliance issues by designing and implementing innovative, sustainable solutions that reduce risk, prevent audit findings, and strengthen overall system performance.

  • Strengthen relationships and communication frameworks that support Property Management systems and contractor self-assessment capabilities.

  • Collaborate across multiple disciplines to interpret contractual and regulatory requirements, ensuring full compliance and effective execution across all regions.

  • Effectively allocate and manage Property Management resources to support both customer and internal requirements.

  • Ensure sustainable team growth and alignment with organizational goals, fostering a high-performance culture that directly impacts business success.

  • Develop and maintain a comprehensive career succession plan to ensure a strong pipeline of talent and leadership within the team.

  • Leverage CORE principles to identify, recommend, and implement meaningful changes that enhance compliance and streamline operations.

  • This position is on-site at one of our Tucson, AZ locations.
     

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 12 years prior relevant experience, or An Advanced Degree in a related field and minimum 10 years experience.

  • Experience with government contracting principles related to FAR/DFARS Property Management requirements.

  • Experience as a people leader, managing teams of moderate scope and complexity.

  • Experience conducting and supporting customer audits, including regular interaction with customer auditors.

  • Experience in developing root cause analyses, implementing containment and corrective action plans, and executing corrective actions.

Qualifications We Prefer

  • Experience with Special Program Access or other property management systems.

  • Experience in all 10 property outcomes and 22 elements of property management.

  • NPMA (National Property Management Association) certification.

  • CORE certification, Six Sigma certification, or an industry equivalent certification.

  • Active and transferable Secret U.S. government issued security clearance is required prior to start date with the ability to obtain Top Secret or higher clearance level or program access after start date.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
