Job Title: Vice President, Public Sector Services

Department: Operations – PMO 

Reports To: Chief Operating Officer (COO)

Location: Ashburn, VA (Must live within driving distance)

Schedule: Monday – Friday 

Hours: Full-time, 40-hours/week

FLSA Status: Salary, Exempt

Position Summary

The Vice President, Public Sector Services is responsible for leading RavenTek's federal services growth strategy, capture organization, and public sector sales operations. This executive serves as a leader for business development, capture management, strategic partnerships, and revenue generation across Federal Civilian, Department of Defense, and Intelligence Community markets. The Vice President drives revenue growth by identifying, qualifying, pursuing, and winning new business opportunities across Government-Wide Acquisition Contracts (GWACs), Best-in-Class (BIC) vehicles, IDIQ contracts, BPAs, and agency-specific procurement vehicles. The leader in this position leverages RavenTek's delivery excellence, customer relationships, CPARS ratings, and past performance portfolio to expand market presence and increase contract wins. 

Requirements

Essential Duties and Responsibilities

  • Develop and execute RavenTek's public sector growth strategy to drive revenue expansion across Federal Civilian, Department of Defense, and Intelligence Community markets.
  • Lead all aspects of business development, capture management, proposal operations, strategic partnerships, and account growth.
  • Own the company's strategy for acquiring, maintaining, and maximizing federal contract vehicles, including GWACs, IDIQs, BPAs, and agency-specific vehicles.
  • Establish and manage growth objectives, including pipeline development, bookings, revenue attainment, win rates, and contract vehicle utilization.
  • Identify, qualify, and pursue strategic opportunities while overseeing bid/no-bid decisions, capture investments, and pursuit strategies.
  • Build and maintain executive-level relationships with government customers, acquisition officials, industry partners, and key stakeholders.
  • Drive growth through new business acquisition, recompete efforts, task order wins, and expansion within existing customer accounts.
  • Leverage RavenTek's past performance, customer success, and delivery excellence to increase win probability and secure follow-on opportunities.
  • Negotiate and manage strategic teaming agreements, partnerships, joint ventures, and technology alliances that enhance competitive positioning.
  • Provide executive oversight of major proposals and capture efforts to ensure alignment with corporate objectives and growth priorities.
  • Develop and lead high-performing growth teams while fostering a culture of accountability, collaboration, and results.
  • Represent RavenTek at customer engagements, industry events, conferences, and executive leadership forums. 
  • Provide regular growth performance reporting, forecasts, and strategic recommendations to executive leadership. 
  • Enter actual time worked, once complete, at the end of the day, or no later than 10:00 a.m. the following workday, and submit timesheets at the end of each pay period.
  • Monitor RavenTek email on a regular basis, at least 3 times per week, and respond accordingly.
  • Complete required compliance training as assigned.
  • Other duties as assigned.

Knowledge and Critical Skills

  • Extensive knowledge of the federal acquisition lifecycle, procurement regulations, and contract vehicles.
  • Proven ability to identify, qualify, pursue, and win large-scale federal opportunities.
  • Deep understanding of GWAC, IDIQ, BPA, and agency-specific procurement strategies.
  • Executive-level relationship management capabilities across government and industry stakeholders.
  • Expertise in pipeline development, revenue forecasting, and strategic growth planning.
  • Exceptional communication, negotiation, and presentation skills.
  • Strong business acumen with the ability to align growth investments to corporate objectives.
  • Understanding of emerging federal priorities including artificial intelligence, cybersecurity, cloud modernization, data analytics, digital transformation, and mission support services.
  • Ability to make sound decisions in complex, high-visibility situations while balancing risk and opportunity.

Education & Work Experience

  • Bachelor's degree required.
  • MBA or other advanced degree preferred.
  • Minimum of fifteen (15) years of federal government services sales, business development, capture, and growth leadership experience.
  • Demonstrated success winning and growing business through federal contract vehicles, including GWACs and IDIQs.
  • Demonstrated success leading federal business development, capture, and growth organizations.
  • Proven track record leading pursuits exceeding $50 million in total contract value.
  • Experience managing organizations with significant annual revenue responsibility.
  • Experience building and leading high-performing teams in fast-paced, competitive environments.

Special Requirements

  • Ability to obtain and maintain Security clearance, if required in the future.

Work Environment 

Employee will be working indoors in an office environment with other people. Potential moderate temperature fluctuations. Typical indoor and computer related noise level, and typical office, paper, and equipment related dust. Exposure to video display terminals occurs on a regular basis.


Physical Demands

To successfully perform the essential functions of the job, the employee needs to be able to sit at a workstation for extended periods; use hand(s) to handle or feel objects, tools, or controls; reach with hands and arms; talk and hear; see to read printed materials and computer screens; mobility to work in a typical office setting. Ability to work on desktop or laptop computer for extended periods of time reading, reviewing/analyzing information, and may be required to provide recommendations, summaries and/or reports in written format. Must be able to effectively communicate with others verbally and in writing. Employee must be able to lift and/or move moderate amounts of weight, typically up to 20 pounds. Regular and predictable attendance is essential.
