[PUB-WRP] Senior Engineer / Assistant Director, Corp Services & Special Projects, PDCS

[What the role is]

As part of the Planning, Development & Corporate Services (PDCS) Division of the Water Reclamation (Plant) Department (WRP), you will be part of the team responsible for Special Projects and Corporate Services. Your job role will include, but not limited to, the following:

[What you will be working on]

Special Projects

• Oversee contract administration and management of sludge incineration, sludge transportation, and NEWater bottling contracts, including tender preparation and award.
• Review project funding papers and tender specifications, and oversee project implementation.
• Monitor contract utilisation and plan for contingency and new contract calling.
• Coordinate with stakeholders including contractors and vendors for the implementation of special projects.

Corporate Services

• Manage corporate service matters for the department, including training, audit, insurance, procurement, and handling of public queries.
• Manage the department's capital and operational expenditure, including collation, monitoring, review, and trend analysis.
• Manage land-related matters for WRP, including applications for new Tenancy Agreements and TOL applications.
• Review external agency consultations on development works affecting WRPs, and work with plants to ensure that WRPs and effluent outfall pipes are well safeguarded.
• Coordinate departmental inputs for COS, PUB's Annual Report, Corporate Plan, and so on.
• Support periodic fee reviews, sustainability initiatives, and KPI reporting.

Candidates appointed at the Assistant Director level will additionally lead and provide guidance to the Special Projects and Corporate Services teams, reviewing staff progress and deliverables, and supporting studies on used water treatment.

[What we are looking for]

Requirements

• Degree in Chemical, Environmental, or Civil Engineering, or equivalent.
• Experience in project management and contract administration, including tender calling, evaluation, and award in accordance with the Financial Manual (FM), is preferred for senior appointments.
• Knowledge or experience in procurement, budget reporting, used water treatment, or NEWater production is an advantage.
• Good organisational, communication, interpersonal, and analytical problem-solving skills.
