Consultant as Electric Mobility Research Assistant - Cities and Transport Program

This is a hybrid position which requires 8 days per month in the office. You will be based in our office in WRI Indonesia, Jakarta. Existing work authorization is required at the time of application submission as WRI is unable to sponsor any visa work sponsorship for this position.

Program Overview

WRI Indonesia’s e-mobility portfolio focuses on reducing cities’ greenhouse gas (GHG) emissions through sustainable transportation and vehicle electrification, while working in parallel with energy and climate programs to green the electricity grid and maximize emission reductions. Our mission is to help cities and provinces implement low-carbon development, particularly in the transportation and energy sectors, to achieve economic, social, and environmental goals.

Zero-Emission Heavy-Duty Vehicle (HDV) Acceleration

Heavy-duty vehicles (HDVs) contribute 31.7% of GHG emissions from national land transport and are also a major contributor to air pollution. From an energy security perspective, national diesel consumption continues to increase, reaching 38.57 million kiloliters (KL) in 2024. Indonesia’s high reliance on diesel also exposes the transport sector to volatility in global oil prices, creating broader implications for national energy security. To address these environmental and energy challenges, the Government of Indonesia (GoI), through the National Energy Master Plan, has set ambitious targets for zero-emission vehicle (ZEV) adoption, including the electrification of heavy-duty vehicles such as public transport buses and trucks.

To address these fundamental barriers, WRI Indonesia is proposing a supply- and demand-side approach to accelerate ZEV adoption in the HDV sector in Indonesia. The goal of this project is to develop a policy framework and proof of concept for the National Green Logistics Corridor Initiative to accelerate freight decarbonization, which can simultaneously address supply- and demand-side barriers to HDV electrification. Through this strategic program, which will be co-implemented with key national ministries and private-sector stakeholders, WRI Indonesia seeks to engage an Electric Mobility Research Assistant to support technical analysis, research, and the development and monitoring of the National Green Logistics Corridor Initiative in Indonesia.

Job Highlight

The Electric Mobility Research Assistant will work closely with the Urban Mobility Team to conduct technical research and analysis on electric mobility. The role will focus on developing zero-emission transport solutions to support transport decarbonization and energy sovereignty through rigorous data collection, analysis, and model development. The Research Assistant will work with specialists and other analysts on the team to support knowledge development on electric mobility, particularly through the National Green Logistics Corridor Initiative to accelerate zero-emission HDV adoption and advance supply- and demand-side regulations.

The Electric Mobility Research Assistant will work under the direction and supervision of Electric Mobility Program Lead, with support from other specialists on the team. The position is based in Jakarta based in Jakarta with an office-flex working arrangement and travel as required. What You Will Do

Technical Research and Analysis (80%)

• Conduct technical research and analyses on electric mobility topics, including but not limited to electric mobility policies, zero-emission trucks, green logistics corridors, and supply-side regulations, using rigorous research methodologies (e.g., methodology design, data collection, modeling, and analysis).
• Support the development of research on electric mobility policies through literature reviews, policy analysis, and the preparation of technical reports and presentations.
• Support in preparing materials in the form of concept notes, presentations and/or talking points relevant to electric mobility analysis.
• Support the development of knowledge product by providing research inputs and supporting materials to support WRI Indonesia’s role as a thought leader in the urban mobility portfolio.

Project Management (20%)

• Support project implementation through administrative and coordination task, including procurement, TOR development, and travel planning, and maintenance of project documentation.
• Support the organization and coordination of internal and external meetings, FGDs, workshops, conferences, and dissemination activities under the cities and transport portfolio.
• Maintain regular coordination with the team regarding project updates, progress, and challenges, and support follow-up on agreed actions and deliverables

What You Will Need

• Bachelor’s degree in transportation, urban planning, civil engineering, economics, geography or any other related field.

• Minimum 1 year of full-time work experience in transportation, with knowledge of and direct experience in electric mobility studies preferred.

• Ability to support discrete elements of research projects with limited manager guidance, e.g. systematically reviewing, analyzing and synthesizing existing literature; collecting, cleaning, organizing, and visualizing data.

• Ability to clearly document and communicate data collection, cleaning, and analysis processes to ensure transparency, reproducibility, and accessibility for team members and reviewers.

• Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.

• Business proficiency in Bahasa Indonesia and English on both verbal and written communications

• Ability to work effectively in a fast-paced environment and across cross-sectoral issues.

• Highly motivated, strong can-do attitude, proactive work style and excellent organizational skills and work ethic.

• Ability and willingness to travel as needed

• Legally able to work in Indonesia

Duration

15 October 2026 – 31 Maret 2027

Deliverables

1. A monthly consolidated report documenting progress against agreed deliverables, key achievement, challenges, and lesson learned.

2. All assigned research and analytical output including research reports, studies, presentations, analytical summaries, and supporting materials, are delivered in accordance with the agreed timeline

3. All assigned inputs, drafts, and final knowledge products outputs are completed and submitted in accordance with the agreed timeline.

4. Required project documentation and administrative outputs completed and submitted in accordance with applicable requirements

Terms of Payment

Daily rate-based consultant with a maximum of 108 (one hundred eight) working days for the whole contract period or 18 (eighteen) working days per month on average.
