[What the role is]
The Senior Manager (Grassroots Finance – Charities & Fund-Raising) supports the governance and compliance of Grassroots Organisations' (GROs) registered charities and fund-raising activities, ensuring financial accountability and regulatory compliance that upholds public trust. The role strengthens PA's grassroots ecosystem by establishing robust governance frameworks and building the capability of GROs and CO staff to manage charitable funds and fund-raising appeals responsibly.[What you will be working on]
- Assist in establishing and reviewing governance frameworks, policies, and standard operating procedures for charities regulation and fund-raising appeals, ensuring alignment with the Charities Act, PA's internal governance policies and the relevant rules & regulations.
- Manage and maintain the compliance tracking system for registered charities under PA’s GROs, monitoring adherence to charitable purposes, processes and legal obligations to ensure timely intervention and audit readiness.
- Manage GRO fund-raising appeals.
- Perform data analytics on charities compliance and fund-raising performance data to surface insights, identify trends and anomalies.
- Liaise with Ministries, public agencies, PA's Field Governance Office, and stakeholder organisations to promote best practices, resolve compliance issues, and enhance transparency and public trust in charitable operations.
- Provide guidance and advisory support to PA staff, GROs, and Councils on financial and accounting rules, charities and grants governance requirements, and finance-related systems including accounting, collection, and recording systems.
- Coordinate the implementation of finance competency frameworks and training initiatives and working closely with stakeholders on the implementation plans.
- Support the implementation of Grants initiatives and governance for GROs.
[What we are looking for]
· Experience: At least 3 years of relevant working experience in financial operations, accounting, or a related function and has good working knowledge of charity governance requirements and fund-raising regulations in Singapore.
· Skills (Must-have): Strong analytical skills with the ability to interpret financial data and present actionable insights; proficiency in Microsoft Office applications; good interpersonal and written communication skills.
· Skills (Good-to-have): Experience in compliance, or audit.
