Finance Manager

JOB SUMMARY

The Finance Manager is a highly skilled, management position that leads the City's budgeting process, long‑term financial projections, financial modeling, and investment management activities. This role provides strategic financial guidance to City leadership, ensuring responsible fiscal planning and effective resource allocation.

QUALIFICATIONS

Education and Experience:

Bachelor's Degree in Accounting, Finance, Public or Business Administration, or a related field. Minimum of Five (5) years of progressively responsible experience in governmental finance, accounting, or budgeting, including at least two (2) years of supervisory or leadership experience.

Special Requirements:

Master's Degree in Accounting, Finance, Business or Public administration preferred. Certified Public Accountant (CPA) preferred. Certified Government Finance Officer (CGFO) preferred. Possession of a valid class "C" Texas driver's license.

Knowledge, Skills and Abilities:

• Advanced proficiency in Microsoft Excel, including financial modeling, advanced functions, pivot tables, data analytics, and creation of automated reporting tools.
• Strong ability to work within ERP financial systems to extract, validate, and interpret data; develop custom queries and reports; and support system optimization.
• Proficiency with budgeting and financial planning software, with the ability to implement and maintain templates, enhance workflows, and support user training.
• Ability to leverage financial technology solutions to strengthen forecasting, scenario modeling, long‑range financial planning, and investment analysis.
• Knowledge of GAAP and fund accounting principles as applied to municipal budgeting, financial reporting, investment and debt management.
• Knowledge of managing a municipal investment portfolio in compliance with Investment Policy and the Texas Public Funds Investment Act (PFIA).
• Strong analytical, organizational, leadership, and communication skills.
• Ability to evaluate financial trends, economic indicators, and operational data to support budget development and long‑term projections.
• Ability to exercise sound judgment, manage multiple priorities, and lead staff in compliance with City policies and applicable regulations.

PHYSICAL DEMANDS

The work is sedentary and requires the ability to up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required: fingering, hearing, mental acuity, reaching, speaking, standing, talking, visual acuity and walking.
